    The Environmental Specialist will protect public health and the environment by ensuring compliance with federal, state and local environmental health and quality by conducting environmental inspections and public outreach. The position provides support to Public Works Director, Environmental Manager, and other environmental-focused positions within the City surveying, inspecting, enforcing, updating, and responding to environmental programs.

    The environmental programs include but are not limited to the on-site sewer facility (OSSF) program, the backflow prevention program, stormwater separate storm sewer (MS4) program, illicit discharge detection and elimination (IDDE) program, stormwater retention and detention program, liquid waste hauler program, industrial pretreatment program, citizen complaints, public education activities, and environmental investigations. This position serves as the Designated Representative for the City's OSSF program.

    This position will generally work Monday - Friday but will also be responsible for working some weekends and afterhours for emergency response, environmental related events, and public outreach events.

    How You Add Value
    • Serve as the designated representative for the City's on-site sewer facility (OSSF) program to issue permits, oversee the inspection program of all facilities including periodic inspection of facilities and enforcement, as well as keeping track of records and ensuring the database remains up to date.
    • Provide premier customer service to internal and external customers by responding to requests in a timely and professional manner. Ensures the City's environmental programs are upheld by providing verification, reporting and enforcement of local, state and federal regulations.
    • Enforce compliance of the backflow prevention program, ensuring all backflow assemblies are annually tested. Perform and test backflow assemblies. Support Certificate of Occupancy process to ensure all commercial facilities are properly protected from hazardous backflow prevention.
    • Enforce compliance of the industrial pretreatment program by coordinating joint inspections with the Trinity River Authority (TRA), ensuring any potential discharge into the sanitary sewer system complies with federal, state and local regulations.
    • Enforce compliance of private retention and detention facilities, ensuring proper maintenance and requiring all facilities to meet federal, state and local regulations.
    • Enforce compliance of the illicit discharge detection and elimination (IDDE) program by conducting inspection of City outfalls for illicit discharge, testing the potential illicit discharge using scientific instruments, tracing potential illicit discharge, and eliminating the illicit discharge as required by the MS4 permit.
    • Enforce compliance of the liquid waste hauler program by inspecting liquid waste haulers operating within the City as required by federal, state and local regulations.
    • Respond to spills affecting environmental quality including afterhours emergencies, overseeing the spill cleanups and waste disposal, and ensuring compliance with federal, state and local regulations.
    • Support the Engineering Division on as needed by ensuring compliance of engineering plans by inspecting Public Works related projects, investigating and enforcing codes, ordinances and permits, conducting regular follow-up inspections and helping resolve problems with contractors and other agencies. Review construction plans, right-of-way (ROW) permits, and attend project coordination meetings.
    • Enforce compliance of storm water pollution prevention plans (SWPPP) of construction sites by conducting routine stormwater inspections and ensuring compliance of best management practices as required with federal, state and local regulations and in accordance to the MS4 permit.
    • Provide quality assurance and quality control oversight for environmental programs and projects being constructed for the City of Cedar Hill. Assure conformance with applicable safety standards and regulations.
    • Communicate with and advises project engineers by attending pre-construction meetings, discussing construction plans and compliance with standards and ensuring acceptable construction.
    • Respond to citizen complaints by taking complaints in person or over the phone, conducting tests or inspections as needed, providing information to the public, and assisting with the resolution of the complaint.
    • Completes administrative duties by maintaining records, writing various reports, completing forms and paperwork, entering data into computer, and writing letters and memos.
    • Provide testimony of violations of federal, state and local regulations by attending court hearings and trials.
    • Operate City vehicle to accomplish tasks.
    • Regular attendance required, including events and weekends as needed for emergency response and special events.
    • Other duties as assigned.
    What You Bring to the Role
    • Work requires board knowledge in a general professional or technical field with additional, specialized training regarding environmental methods. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent in environmental science, biology, chemistry or related field. In lieu of a degree, any equivalent combination of education and experience to perform the essential functions of the position may suffice.

    • Three years of closely related experience required.

    • Valid Class C Texas Driver's License and meet City driving standards. This position requires the use of City vehicles on City business.

    • Designated representative license, backflow prevention assembly tester (BPAT) license, and 40-hour hazardous waste operations and emergency response (HAZWOPER) certification required, or the ability to obtain within one (1) year of hire.

    • Class D water license required, or the ability to obtain within two (2) years of hire.
