Mission Grown Medicinals is a tribally owned and operated cannabis enterprise under the Big Valley Band of Pomo Indians. Our mission is to cultivate wellness, promote economic sovereignty, and set a standard for quality, compliance, and community integrity in the cannabis industry. Position Overview
The General Manager (GM) of Mission Grown Medicinals is responsible for the overall leadership, administration, and profitability of the Tribe's vertically integrated cannabis enterprise — including cultivation, production/manufacturing, and retail dispensary operations. This position ensures that all business activities align with the Tribe's economic development goals, operate in compliance with Tribal, State, and Federal regulations, and uphold the Tribe's commitment to community benefit, transparency, and sovereignty. The GM serves as the primary executive authority for the cannabis enterprise, providing direction to departmental managers, overseeing finances, ensuring compliance, and reporting regularly to the Tribal Council or Business Board.
Duties and Responsibilities
Executive Leadership
- Provide strategic leadership and vision for Mission Grown Medicinals to achieve financial sustainability and long-term growth.
- Implement business plans, budgets, and operational strategies approved by the Tribal Council or Business Board.
- Serve as the senior liaison between enterprise operations and the Tribe's governing body.
- Recommend policies, business development opportunities, and investment strategies to the Council/Board.
Operations Management
- Oversee day-to-day operations across all divisions: cultivation, production, and dispensary.
- Ensure each department meets performance metrics for efficiency, quality, and compliance.
- Develop and maintain Standard Operating Procedures (SOPs) that ensure safety, consistency, and product integrity.
- Coordinate interdepartmental communication to ensure seamless production and inventory flow from seed to sale.
Financial Administration
- Develop, manage, and oversee annual budgets and forecasts.
- Monitor financial performance, revenues, and expenditures across all business units.
- Present quarterly and annual financial reports to the Tribal Council or Business Board.
- Approve purchasing, contracts, and vendor agreements in accordance with tribal procurement policies.
- Maintain strict internal controls for financial accountability and cash handling.
Compliance & Licensing
- Ensure full compliance with Tribal Cannabis Ordinance, California Department of Cannabis Control (DCC), and federal guidelines where applicable.
- Maintain and renew all necessary licenses and permits.
- Develop and implement internal compliance monitoring systems.
- Serve as point of contact with regulatory agencies, auditors, and inspectors.
- Ensure METRC and inventory tracking systems are accurate and updated daily.
Personnel Leadership
- Hire, supervise, and evaluate department managers and key staff.
- Foster a professional, respectful, and culturally inclusive workplace.
- Ensure compliance with the Tribe's personnel policies and employment laws.
- Develop and implement training, safety programs, and professional development initiatives.
- Enforce accountability for performance, conduct, and adherence to tribal and enterprise policies.
Community and Tribal Engagement
- Promote the Tribe's values, mission, and community priorities through all business operations.
- Support workforce development by prioritizing Tribal member employment and training opportunities.
- Communicate regularly with the Tribal Council/Board regarding progress, challenges, and opportunities.
- Represent the enterprise at community meetings, conferences, and public events when requested.
Qualifications
Minimum Requirements:
- Bachelor's degree in Business Administration, Agriculture, Horticulture, Supply Chain Management, or related field.
- Minimum 5–7 years of senior management experience, preferably in cannabis, agriculture, or other regulated industries.
- Demonstrated success in managing complex operations, budgets, and personnel.
- In-depth knowledge of cannabis cultivation, production, and retail best practices.
- Strong understanding of California cannabis laws, compliance systems, and reporting tools (e.g., METRC).
- Proven leadership, communication, and organizational skills.
Preferred Qualifications:
- Master's Degree or MBA.
- Experience managing vertically integrated cannabis operations.
- Prior work experience within or alongside tribal government or tribally owned enterprises.
- Familiarity with sovereign nation governance and the principles of Tribal economic self-determination.
Work Environment and Physical Requirements
Work is performed in a combination of office, cultivation, production, and retail settings. Must be able to sit, stand, and move for extended periods. Occasional travel between enterprise facilities and off-site meetings required. May be exposed to odors, fertilizers, and agricultural conditions typical of cannabis cultivation environments.
Employment Conditions
- Must successfully pass a pre-employment background check and drug screening (excluding cannabis metabolites, consistent with Tribal policy).
- Must maintain confidentiality of proprietary and sensitive information.
- Subject to the Tribe's personnel policies and enterprise procedures.
- This position is a Tribal enterprise position, not a position within Tribal Government, but accountable to the Tribal Council or Business Board for oversight.

In accordance with the Indian Preference Act (Title 25, U.S. Code, Section 472) and the Tribe's policies, qualified Indian applicants will be given preference in hiring and employment for this position.
