    SOCIAL SERVICES CARE COORDINATOR

    REPORTS TO: CHIEF OF POLICE

    CLASSIFICATION: EXEMPT (NOT ELIGIBLE FOR OVERTIME)

    NATURE OF WORK

    Performs non-sworn professional short-term crisis counseling and social services activities for the Mt. Lebanon Police Department and all members of the community. Work involves providing specialized assistance, consultation and case follow-up for crisis intervention and mental health services and needs, as well as community outreach and education. The position will also facilitate relationships with various social service agencies to ensure a collaborative approach to supporting community members. The position will be responsible for program development to provide and coordinate certain social services for residents of Mt. Lebanon and potentially for other neighboring communities.

    ESSENTIAL JOB FUNCTIONS

    The essential functions listed are typical examples of work performed and are not designed to contain a comprehensive list of all duties. Specific duties and responsibilities may vary depending on Department needs.

    • Develops, implements, coordinates, and provides social services to community members in coordination with the Police Department, including but not limited to:
      • Adult and juvenile crisis intervention
      • Case assessments
      • Short-term counseling
      • Referrals to other social service agencies
    • Develops, implements, coordinates and provides an overall intervention strategy to guide police officers' interactions with those experiencing a mental health crisis.
      • Determines best course of action and provides short-term crisis intervention services in emergency situations, such as, but not limited to: domestic violence, child abuse, sexual abuse, suicide, serious or fatal accidents, and other cases involving emotional trauma.
      • Assesses needs for referral to other social and mental health agencies, emergency shelters, financial assistance or other on scene crisis intervention needs.
      • Develops and maintains a list of community resources to guide Department interaction with those who may be suffering from mental illness or who appear to be in a mental health crisis.
    • Independently follows up on referrals identified through the police department, municipality, and community.
    • Serves as a consultant to police officers regarding management of cases.
    • Provides short-term individual and family counseling in situations involving domestic disputes, substance abuse, mental health issues, trauma, grief and loss, life transitions, juvenile and elder issues and provides resources and referrals for additional services and long-term assistance.
    • Coordinates and manages community relationship efforts as it relates to social services in an effort to establish collaborative relationships with social service agencies and the community as a whole.
    • Facilitates and participates in community meetings, committees and related meetings, other relevant group meeting and community engagement activities to address community needs.
    • Coordinates, develops, and implements educational programs and resources related to social service issues for community members and Municipal employees.
    • Enhances the quality of the Municipality's community policing response and social service coordination with the community and other agencies.
    • Develops and maintains reports used in capturing critical information on social service contact within the community.
    • Drafts, coordinates, and reviews grant submissions associated with social service activities.
    • Keeps abreast of industry and local trends and regulatory changes related to public safety and social services.
    • Attends professional development and continuing education trainings as required to maintain proficiency and to maintain appropriate licensing if applicable.
    • Performs all tasks, including file and record maintenance, including case management records and confidential case files, in accordance with established Municipal and Department policies and applicable regulatory guidelines.
    • Maintains client confidentiality with respect to social services.
    • Serves in Municipal boards or committees as assigned / requested.

    MINIMUM QUALIFICATIONS

    • Bachelor's Degree in Social Work, Psychology, or other social science related field supplemented by three (3) years' experience in the area of social science, including at least one (1) year of experience in crisis intervention and providing mental health services to individuals and families; or an equivalent combination of education, certification, training, and/or experience.
    • Must obtain clearances required under Pennsylvania's Child Protective Services Law.
    • Must possess a valid driver's license.

    PREFERRED QUALIFICATIONS AND CERTIFICATIONS

    • Master's Degree in Social Work, Psychology, or other social science related field.
    • One (1) year of experience within the criminal justice system.
    • Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor certification.

    KNOWLEDGE, SKILLS, AND ABILITIES

    • Knowledge of principles and practices of clinical social work, especially as related to working within a law enforcement environment.
    • Knowledge of social work theory, knowledge, methods, principles, values, and ethics.
    • Knowledge of all applicable local, State and Federal laws, ordinances and rules relating to the field of mental health, including: domestic violence, mental health and disabilities and related areas.
    • Knowledge of state, local and private clinical and social welfare resources.
    • Knowledge of community-oriented policing and intervention programs, support group facilitation practices, and availability of community social services resources.
    • Knowledge of methods of sound case management, tracking and record keeping.
    • Knowledge of practices and specialized knowledge and advanced clinical skills in the areas of assessment, diagnosis, and treatment for mental, emotional, and behavioral disorders and conditions.
    • Knowledge of assessment, case management, information and referral for counseling, advocacy, nonclinical counseling, supervision and counseling, client education, research, community organization, and the development, implementation, and administration of policies, programs, and activities.
    • Strong interpersonal and communication skills, including active listening, and the ability to work under pressure in a high stress environment or situation.
    • Skill in independently performing professional social services and counseling to the community
    • Skill in initiating and holding conversations with various stakeholders to find out important matters to them and their community.
    • Ability to demonstrate independent judgment to assess and meet citizen needs.
    • Ability to demonstrate appropriate boundaries with citizens and/ or their families while providing adequate services to meet resident needs.
    • Ability to respond to common inquiries or complaints from clients, regulatory and other social service agencies, or members of the community.
    • Ability to follow and enforce established safety standards.
    • Ability to maintain confidential and sensitive information.
    • Supervisory skills.
    • Ability to prepare and conduct social work-related training and educational programs to small and large groups of individuals.
    • Ability to clearly communicate and understand information in English, both orally and in writing
    • Ability to work with diverse individuals or groups of all ages.
    • Ability to establish and maintain effective working relationships employees, organizations, management officials and the general public in the course of work regardless of race, religion, age, sex, disability, political affiliation, sexual orientation, and diverse cultural and linguistic backgrounds.
    • Ability to regularly attend work and arrive punctually for designated work schedule, and ability to work outside of standard business hours, including evenings, weekends, and holidays.
    • Skilled in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department / organization specific software and ability to learn and become proficient in the use of other specialized software as may be required.

    ESSENTIAL PHYSICAL AND MENTAL JOB FUNCTIONS

    • Must have strong interpersonal and communication skills and ability to work under pressure in a high-stress environment or situation.
    • Must be able to communicate effectively orally, and in writing; able to gather and analyze pertinent information.
    • Must be able to process and interpret complex, less clearly defined issues.
    • Must have ability to work well with police officers, other employees, outside organizations and providers, management officials and the general public.
    • Must be able to work flexible hours, including evening, weekends and holidays as needed.
    • While performing duties of this job the employee may be required to work outside in weather conditions and is exposed to wet and/or humid conditions. The employee is also required to frequently sit at a keyboard/work station and view information on a computer screen.
    • The employee is frequently required to sit, stand, walk, observe, hear and talk; occasionally required to use hands and fingers to handle and operate objects, tools, or controls; reach with hands and arms; stoop, and kneel.
