    • Serve as Contract Specialist responsible for all aspects of the contracting transactions from initiation of a procurement to recommendation of award of a contract to procure A-E design services and Construction.
    • Prepare a written request for proposal and invitation for bids/proposals, publicize the requirement, issue the solicitation document, analyze offers received, prepare a negotiation position, evaluate technical and cost proposals, negotiate cost, fee or profit as well as technical issues and enter into a formal contract with the offeror.
    • Utilize a variety of price/cost analysis techniques involving a wide range of related factors affecting contractor's costs, for which pertinent historical data are generally available.
    • Analyze and evaluate price/cost proposals for new procurements, changes, follow-up procurements, price re-determinations, etc.
    • Perform contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.
    • Identify appropriate contract type, including small business requirements.
