    Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service


    About the Position:
    This Budget Analyst position is assigned to PEO C3T, Tactical Network (6KC) Technical Management Division, in APG, MD. Responsibilities Responsible for formulation, presentation, and execution of the annual operating budget.

    Plans, directs, and executes actions required to formulate, develop, coordinate and implement policies and guidelines governing the designated funding appropriation portion of major programs.

    Monitors the execution of the approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner.

    Recommends adjustment within budget line items in response to changes in programs, staffing levels, and/or funds availability.

    Exercises budget controls through review and approval of the obligation and expenditure of funds to include payment of personnel salaries, travel, and expenses Performs in-depth analysis of budget requests, considers unforeseen factors in development and production, shifts in project direction and emphasis, and/or requests not included in planned programs, and explores alternative sources of funding.

    Develops justification and impact statements and compiles data to be used for forecasting obligations. Prepares documents needed to process budget estimates, requests for supplemental appropriations, requests for reprogramming apportionments, and allotments.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    You will receive credit for all qualifying experience, including volunteer experience.

    To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

    Specialized experience is defined as performing ALL of the following duties: 1) Execute funds according to fiscal law, regulations, policies, and/or procedures for the organization; 2) Monitor commitments, obligations, expenditures and disbursements of funds against planned and approved budgets to ensure budget compliance within the allocated and appropriated amount; 3) Prepare a variety of reports about the status of funds, expenses, and obligations for budget request;,4) Analyze and troubleshoot budgetary actions to perform error resolution.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

    Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

    This is a(n) COMPTROLLER Career Field position.

    This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.

    Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.

    Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

    You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Secret security clearance.

    Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
