    Description

    In\rorder for RICA-Baltimore to function as a family driven, youth guided facility,\rthis position provides the management level of clinical psychiatric services to\rpatients suffering from behavioral health care issues who are in need of\rtreatment.

    The position\rfunctions as the sole Director of Clinical/Medical Services and manages and\rsupervises Clinical, Nursing/Residential, and Education Departments and program\rservices to assure the delivery of quality patient care and compliance with\rstandards of accreditation, licensing and regulatory requirements.

    This position facilitates teamwork at the\rExecutive Board and Quality Improvement Council and encourages creative Program\rplanning to encourage the growth and development of clients and staff.

    Duties\rare performed in the Behavioral Health Administration in a 24/7 facility in\rcentral Maryland by licensed and board-certified psychiatrists.\Collaborates with the Chief Executive Officer and governing bodies in developing and implementing the overall mission and objectives.

    Develops, designs, implements and re-evaluates as appropriate, hospital clinical program and practices.

    Develops policies and procedures relating to patient care to ensure facility compliance with accreditation and licensure requirements as well as with MDH, BHA and governing body expectations.\r Provides input on budgetary, human resources, IT, and general service needs and issues related to staffing, clinical programming and administrative/operational areas.

    Collaborates with Assistant Attorney General staff to resolve legal issues and utilize legal counsel as appropriate.\r Provides administrative and clinical supervision (as appropriate) to clinical program directors, departments, programs and services.

    Recruits medical staff and participates in filling other key clinical positions.

    Ensures that credentialing/privileging of medical staff is in compliance with facility, licensing and practice requirements and grants approval for medical staff privileges.\r Plans, conducts and chairs medical and clinical staff meetings.

    r Responsible for appropriate admission, discharges and transfers hospital-wide providing supervision as necessary to facility departments. r Performs functions designated for the clinical Director per Behavioral Health Administration/facility Governing Body Bylaws.

    Represents the hospital at Statewide Clinical Director's Meetings and serves as a member of Statewide committees as necessary.\r \r Directs aspects of the facilities efforts around electronic medical record keeping.

    Provides high quality medical record documentation.

    r \r Directs psychiatric medical performance improvement and patient safety activities in conjunction with other hospital staff to promote patient care delivery of the highest quality and improve the quality of overall patient care.

    Re-designs policy, procedures and program as necessary.\r May provide psychiatric coverage, plan and participate in the psychiatric medical care of patients.

    Qualified candidates must possess acurrent Maryland medical license, current Maryland Controlled Dangerous Substance Registration and certification in Child and Adolescent Psychiatry by the American Medical Association Specialty Board or other Board approved by the Maryland Board of Physicians.

    r Experience managing child and adolescent clients of various populations.\LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Applicants for this classification must be board certified in Psychiatry by theAmerican Board of Medical Specialties, or other Board approved by the Maryland Board of Physicians.\Applicants for this classification must be licensed by title by the MarylandBoard of Physicians to practice medicine under Maryland State Law.
