    Description

    Serving under the direction of the Sr. Quality Assurance, Internal Compliance & Oversight department to maintain a degree of separation and objectivity from the Radio Project Team, this position is accountable for the planning, development, direction, administration, monitoring, and coordination of the Project Quality Plan for the Radio & Cellular Infrastructure Replacement Project, to include all quality aspects of the design, construction and implementation of the 700/800 MHz radio system. The Sr. Quality Manager promotes compliance and sound process controls by performing internal safety and quality reviews, quality assurance follow-ups, and ad-hoc assessments. This position provides oversight of all contractors' quality programs. The position requires regularly working day/afternoon/evening and night hours-including weekends and holidays on a rotating basis. This is a 24/7, on-call position.

    Requirements

    Major Duties and Responsibilities Include:

    • Development and implementation of the overall project Quality Management Plans for the regional emergency radio communications system project and Fiber Optics Infrastructure and MBE project.
    • Conducting Internal Quality Assurance Audits of WMATA Project Management Team; external Quality Assurance audits of all subcontractors under contract and report findings per the ISO9000, FTA Guidelines, and contract designs and specifications to executive Officers.
    • Develop and maintain the Project Quality Plan in coordination with the WMATA Office of Quality and Internal Compliance Operations (QICO)
    • Establish Quality Key Performance Indices for all aspects of the Radio & Cellular Infrastructure Replacement Project
    • Develop project-related quality concepts and recommend solutions to the project teams
    • Investigate quality issues, review project quality plans, complete project quality reports, and complete other tasks as assigned by the Project Manager
    • Perform routine audits and prepare reports of findings for the Project's compliance with all Federal, WMATA and other agency requirements
    • Work constructively with members of the project team to resolve quality issues; provide recommendations to key staff members
    • Support project management team's activities to gain stakeholder acceptance of system/site/vehicle work
    • Prepare project-related correspondence to consultants, contractors, Authority officials, and other agencies regarding quality as requested
    • Ensure compliance by WMATA and Contractors with WMATA, FTA and other federal guidelines and regulations regarding quality
    • Cultivate a quality-oriented culture by all WMATA and Contractor personnel
    • Train, develop and empower team resources to ensure that project objectives are met
    Accountable Items (Deliverables):
    • Review and approval of Contractor and Sub-Contractor quality programs, documents and activities to ensure adherence to ISO 9000 quality standards in the application to planning, design, and construction elements of the project
    • Scheduled Quality Inspector work assignments to ensure quality oversight of and compliance with all system/site/vehicle installation and construction work
    • Issuance of Non-Conformance Reports for Contractor and WMATA work; tracking and reporting pm NCR status via a log and other reporting documents
    • Audits and reports addressing WMATA and Contractor work to ensure compliance with contract requirements, FTA and other government guidelines and regulations, and WMATA policies
    • Review and delivery of accurate and consistent Quality Inspector and Contractor daily reports/logs; reports pm issues/non-conformances if found
    • Management, reporting and tracking of Contractor and WMATA punch list and Site-Specific Completion Inspections
    • Scheduled project quality meetings with each discipline as needed to ensure effective quality project controls are in place
    • Audits and reports on Buy America compliance by Contractor
    • Certified Payroll and Labor Standards Wage compliance reviews
    • Review of Contractor submittals for compliance with specifications
    • Audits of field activities and file reports on a routine basis
    Highly Desired Skills
    • Experience with Government Contracts
    • Experience Rail Construction and/or Communications Construction
    • Deep familiarity with Procore
    • Excellent written and verbal communication skills
    • Risk management
