    DutiesServes as the administrative and technical lead for all aspects of the district safety program.
    Coordinates with State and Agency Safety Managers, supervisors and employees to ensure all safety protocol and procedures are followed. This includes advising and support to district leadership.

    Plans and implements annual safety and health action plans and coordinates required cashed audits of district work areas, buildings and equipment.

    Responsible for education and training, accident investigation, and risk management for employees, public, resource management, heavy equipment, road maintenance, wildland and prescribed fire, industrial hygiene and laboratory activities.

    MINIMUM QUALIFICATIONS:

    Specialized Experience:
    Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) assisting in safety and health inspections of facilities or operations to determine compliance with applicable safety and occupational health standards; 2) preparing reports of findings or analysis of mishap trends; 3) assisting an investigation team in securing accident details, causal factors, witnesses, or reports ; 4) providing informal safety and health training to managers, supervisors and/or employees; 5) researching on effective safety and occupational health practices and procedures to prepare training materials for display or dissemination to the public

    ORB Education:
    Have successfully completed 1 full year of graduate level education. The Undergraduate and Graduate Education must include major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology

    Successful completion of a combination of education and experience as described above that, when converted to percentages, equal at least 100% of the total requirement.

    Specialized Experience:
    Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) performing periodic safety and health inspections of facilities or operations to identify potential hazards for abatement; 2) preparing final reports of findings with recommendations for accident prevention or hazard control; (3) recording pertinent details of accident investigations for proper reporting to automated data system; 4) advising supervisors or employees on appropriate safety and occupational health measures to control or eliminate hazardous operating processes; 5) promoting safety campaigns through oral presentations, exhibits, or publications

    ORB Education:

    Successful completion of master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university or LL.B or JD.

    Graduate level education included major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines:

    If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    This position is offering a Relocation/Recruitment Incentive of $10,000 To be eligible for a Relocation Incentive, you must be a current Federal Employee employed with the Federal Government and be willing to work directly from the BLM OR/WA office in Spokane District location (not remote).

    Physical Demands:

    The work requires the incumbent to visit field locations and inspect working conditions such as construction work sites, outlying buildings, recreation areas, and other facilities and equipment in various remote locations.

    The performance of inspections and investigations of mishaps requires frequent standing, walking, climbing, bending, and traveling off road. Office work is mostly sedentary.


    Working Conditions:

    Work involves a mixture of time in the office, spent traveling and performing field related activities such as inspecting facilities or investigating accidents.

    The incumbent may be exposed to a variety of climactic and travel conditions while working in the field.

    Travel may include flying in small aircraft of helicopters, riding or driving in cars, trucks or off highway vehicles over rugged terrain in remote areas in quickly changing and sometimes hazardous conditions or in extreme hot or cold outdoor temperatures.

    Additionally, there may be exposure to unusual or potentially dangerous conditions, such as contaminated materials, unexploded ordinance, wildfires, industrial plants with high-frequency noise, scenes of hazardous or toxic material spills and various hazardous chemicals or substances.

    Because of these environments, the position may require the incumbent to utilize personal protective equipment i.e., metatarsal shoes, hard hat, eye and hearing protection, respirator, and gloves for conducting inspections.

    Your last Federal performance appraisal plan must reflect a rating of Fully Successful or equivalent.

    Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, which includes ALL Appointment AND Termination SF-50s for EACH appointment as well as ALL performance evaluations, for each qualifying period of temporary employment claimed.

    Documentation for Interagency/Career Transition Assistance Plan consideration if you are a displaced Federal employee within the local commuting area.

    (1) Proof you are a displaced Federal employee, i.e., SF-50 showing RIF separation, Notice of Proposed Separation due to RIF, and/or Notice of Separation due to RIF; (2) SF-50s (Notifications of Personnel Action) showing career/conditional tenure competitive status, promotion potential and duty location; and (3) your most recent performance appraisal. To exercise selection priority, displaced or surplus Federal employees must be rated well-qualified 90 or above on the rating criteria for this position.
