    MINIMUM QUALIFICATIONS:
    Possession of a current Louisiana license to practice professional engineering and one of the following:

    • Three years of licensed engineering experience.
    • Seven years of professional engineering experience.

    SUBSTITUTIONS:
    A master's degree in engineering will substitute for one year of the required experience.
    A Ph.
    D. in engineering will substitute for two years of the required experience.
    Advanced degrees will substitute for a maximum of two years of required experience.

    NOTE:
    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    FUNCTION OF WORK:
    To manage a major engineering function for a state agency.


    LEVEL OF WORK:
    Manager.


    SUPERVISION RECEIVED:
    Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.


    SUPERVISION EXERCISED:
    Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.


    LOCATION OF WORK:
    May be used by all state agencies.


    JOB DISTINCTIONS:
    Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.


    Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.

    This position is in the Waterfront Maintenance department of the Port of New Orleans Maintenance Division and serves as the Sr Waterfront Manager/ Engineer.

    This position serves as the Waterfront Sr Manager (Engineer).

    Leads and coordinates three subordinate departments by managing the engineering, maintenance, monitoring, inspection, and dredging of ship berthing spaces at the Ports 31 river terminals and additional facilities on the Inner Harbor-Navigational Canal (IH-NC) and the Canal itself by ensuring sufficient draft available for vessels and protection of wharves with pilings.

    The wharf side spaces at these facilities are the Ports primary resource, which allows it to conduct cargo handling, storage and transfer from sea-going vessels.

    Providing safe navigation at these berthing spaces is essential to the Ports role in the entire region as an economic engine.

    This includes a diesel powered 24-inch cutter head dredge, pile driver, and miscellaneous workboats.

    Responsibilities require knowledge of inspection procedures, general river operations, sediment transport, dredging operations, material properties, marine construction principles, heavy/industrial equipment maintenance, fleet asset management, plans and specifications, contract administration, oral and written communication skills, Microsoft Office applications, and basic knowledge of surveying, material testing, and mapping.

    This position participates in the required PORT training program and obtains additional training in order to facilitate the efficient performance duties and/or required tasks.

    This is a safety sensitive position that requires random drug screening through the year.

    The incumbent is required to possess and maintain a valid Louisiana Driver's License, Class E, or other state equivalent, and be knowledgeable and capable of the safe operation of various types of equipment required to fulfill the needs of the position and the PORT.

    The incumbent is required to have knowledge of the use of a UHF radio, which requires proper radio etiquette. The incumbent shall utilize a telephone, cell phone, two-way communication device, computer, and e-mail to facilitate communications if required.

    The incumbent must be able to perform duties many times without direct supervision and be knowledgeable enough to interpret unforeseen conditions as they may arise.

    Incumbent may be required to work overtime.

    May also require working immediately before, after, or during a disaster.

    Dredge Operations
    Manages operations of and direct supervision of a qualified and U.S.C.G. licensed Dredge Captain (Port facility Maintenance Manager/ Sr Captain) and the indirect supervision of a second qualified and U.S.C.G. licensed Dredge Captain and three U.S.C.G. licensed Marine Operators and one Dredge Chief (marine) Engineer.


    Department also consists of other subordinates including deckhands, mates, dredge engineers, and dredge operators, all required to support continuous safe operation of the Ports diesel powered 24inch dredge, two twin diesel engine workboats, and other ancillary floating equipment.

    Daily supervision and management of work planning, OT, berthing/ vessel traffic coordination and constant review of sounding inspection data are required to ensure the Dredge Operation is being conducted in the most efficient manner as possible while also assuring that the operation is meeting the needs of the Port, tenants and various shipping lines.


    This is necessary to ensure that shoaling or lack of proper water depth do not interfere with berthing and cargo operations.

    Pile Driving/ Fendering Operations

    Manages operations of and direct supervision of a pile driver, marine construction activities and associated crew, including direct supervision of a Port Facility Maintenance Manager.


    This department's responsibilities include maintenance of the fendering system along the Port's River terminals, the wharf logs and mooring bits along the wharf edges.

    These responsibilities require expertise in the areas of civil and mechanical engineering; including but not limited to soil mechanics, hydraulics, fluid mechanics, dredging technology, marine propulsion engineering, and materials science.

    Additionally, experience in the fields of navigation and ship handling, marine safety, diesel mechanics, power generation, and environmental engineering is required in the performance of duties carried out by this engineer.


    Daily supervision and management of work planning, OT, berthing/ vessel traffic coordination and constant review of pile/fender inspection data are required to ensure the fendering Operation is being conducted in the most efficient manner as possible while also assuring that the operation is meeting the needs of the Port, tenants and various shipping lines.

    This is necessary so that lack of proper fender maintenance does not interfere with berthing and cargo operations.

    Water Front Inspection and Sounding

    Manages operations of and direct supervision of the Port's Inspection Department, which monitors water depths at Port wharves and other associated facilities.

    This department's duties are further expanded into frequent inspections of all mooring bitts and fendering systems within Port facilities.


    This department uses specialized technical software, global positioning systems, sonar systems and echo sounders to provide data for the production of nautical charts and maps.


    The production of these charts and maps are used by both the Port's Dredging and Docking Departments for the safe berthing and docking of marine vessels.

    The Inspection Department consists of a Port Facility Maintenance Manager, Foreman and two (2) other subordinates.


    This position is integral in the determination of where to the Board's equipment will dredge and when supplemental dredging equipment is required so that the Board's vessel operations can continue unimpeded.

    Such decisions will be made collectively with the Operations Department.


    However, it is the responsibility of this position to gather, monitor, and disperse to appropriate parties the data necessary to plan ahead.


    Year round and continued inspections are critical to the planning and scheduling of work by the Dredge and Fender Crews as well as the safety of berthing and cargo operations.

    This position acts as the liaison with the Corps of Engineers regarding channel dredging studies and projects, availability of funding to the Board for harbor dredging, and having the Corps take responsibility for dredging the approaches to berths.

    Bathymetric Maps and Nautical Charts
    Incumbent is responsible for review, modifications, approval and certification (Engineering Stamp) of all bathymetric underwater survey maps and charts generated by the Port of New Orleans Sounding and inspection Department

    (Note:

    Only Maps and Charts released to the Public require an Engineering Stamp) Incumbent reviews and disseminates map and chart date with other internal department heads and external customers. Adds Port's disclaimer and embeds it in the XYZ data files. Uploads XYZ data files of stamped maps and charts to River Pilot's Server for Public posting weekly.

    Maintains documentation for evaluation and historical record.

    Asset/ Fleet Management
    Sr Manager responsible for managing all water-based assets and equipment including but not limited to:
    Responsibility for the major maintenance activities for other Board floating equipment including the fireboat General Roy S. Kelley, the pile driver, pile driver cargo barges, sounding boat and the Harbor Police River patrol vessel Capt. Scarbrough.
    Administration and supervision of vessel dry-docking, hull repairs, marine engine overhauls, machinery repairs/upgrades and truck crane major repairs.

    Administers a Major Maintenance Program for assigned equipment. Generates and executes a program for adding life to departments' major floating equipment.

    This requires continuous monitoring, inspection, and evaluation of all equipment performance and material condition, as well as cost estimating and prioritization of work required, and hiring and quality control of outside service engineers and technicians engaged to conduct repairs and maintenance.


    Performs engineering and analysis and prepares specifications for marine, structural and mechanical repairs and maintenance (including vessel dry-docking and engine overhauls) for all work designated to be performed by outside contractors per fiscal year.

    Performs all contract management and supervision functions over outside bidder/contractors for quality control.

    Administers consultant engineering contracts to provide environmental services for federal and other agency requirements for dredging permits.


    Engineer responsible for coordinating with, and serving as the owner's representative to, staff engineers and consulting engineers for the engineering design, construction administration and construction inspection, and development of plans and specifications for obtaining construction bids, for repairs of, modifications to or other work performed on or for the floating vessels and waterfront areas of the Port.

    Reviews and recommends the purchase of equipment and materials. Maintains documentation of equipment usage for evaluation and historical record.

    Administration & Team Management
    Sr Manager responsible for managing (administration & Team management) all personnel housed in the Waterfront departments including but not limited to:

    Resolves personnel issues; motivates employee performance and productivity; recommends additional and replacement personnel; recommends employee actions to include disciplinary, promotions, terminations and hiring; ensures all interviews and selections are conducted according to Port policy; approves overtime and payroll sheets and leave requests.

    Responsible for the overall performance of the department with regards to meeting the Port's established goals and objectives.

    Provide guidance to department members on an as-needed basis.

    Selects, assigns, and identifies developmental needs and assures training is delivered to department members.

    Oversees department to maintain records, prepare reports, analyze data, and conduct correspondence as needed.

    Develop policies and procedures for department operations to include document preparation, correspondence, etc.


    Establishes, maintains and revises procedures for department in accordance with Port directives, policies, tariffs, and by-laws to reflect changes in laws and policies.

    Prepare annual performance appraisals for department subordinates and evaluates subordinates evaluation of personnel.

    Procurement and Budgeting

    Participate in annual Port planning meetings to develop fiscal year budgets (payroll, overtime, controllable expenses, capital equipment, and construction and major maintenance projects) and goals for achieving Port's mission.

    Analyzes and assigns priorities to needs; makes program and budget recommendations to division directors and upper management.

    Develops, controls, and monitors expenditures for department salaries, overtime, controllable expenses, and any unplanned expenditures.

    Performs engineering and analysis so as to scope work and prepares specifications for marine, structural and mechanical repairs and maintenance (including vessel dry-docking and engine overhauls) in preparation and development of work packages to be advertised for bid, evaluation of bids, and selection of winning bidder, all in strict accordance with Louisiana Public Bid laws and Port policy.

    Generates, reviews and approves requisitions, purchase orders and invoicing all in strict accordance with Louisiana Public Bid laws and Port policy.

    Assists in the review and selection contractors and consultants of Port issued RFP's. (for various departments per port policy)

    Waterfront Maintenance Meetings, Updates and Board Item Preparation

    Incumbent is responsible for preparing and conducting biweekly waterfront maintenance meetings in order to liaison and coordinate between Berthing, Cruise department and Waterfront Maintenance so as to Schedule, plan and prioritize work for Sounding, Fendering and Dredge Depts.

    Provide updates on progress, future work plans and / or disruptions to incoming or outgoing vessel traffic, due to maintenance operations, to any department heads or VPs in attendance.

    Provides guidance and recommendations to senior management and other departments as required in various aspects of dredging operations and associated engineering issues.

    Prepares Board items for public meetings for all major Contracts, Change orders and Equipment/ Material purchases.

    Alisson Inspection and Cursory Assessment
    As the Waterfront Maintenance Engineer and a Senior Maintenance Dept.

    head, the incumbent is tasked with coordinating and scheduling all waterside inspections access and performing the initial cursory damage inspection for all alissions and incidents dock side.

    This function maybe required nights, weekends or Holidays.

    Cost/ Project Estimation (for profit)

    Incumbent is responsible for serving as a port liaison to potential customers, assisting customer in assessing damage, scoping project work, and providing cost estimations and invoicing for work performed by the Dredge, Pile Driving Barge or Sounding and Inspection Dept.

    on any property/ dock within the New Orleans Harbor but either not owned by the Port of New Orleans or that falls under a Tenant responsibility.

    Safety and Loss Prevention Management
    Management, implementation and enforcement of all Port safety practices, programs and policies.


    Monitors existing procedures and workflow and develops new procedures and practices in order to maximize safety and efficiency while reducing injuries, near misses and lost time occurrences.

    Conducts regular safety inspections or equipment and work sites, participates in and ensures adherence to the Port's JSA program.

    Fosters a culture of safety with all direct and indirect subordinates.

    Other Duties, Including Emergency Support

    Incumbent is required to perform a variety of tasks and assignments, as directed by the supervisor, necessary to fulfill the mission of Waterfront Maintenance Department and/or Port Maintenance Division.

    Must be immediately available to respond to problems arising at facilities, Equipment and Port owned bridges during times of emergencies.
