    Summary You will serve as a SUPERVISORY GENERAL ENGINEER in the Test Engineering and Work Control Division (Code 246) of the Engineering and Planning Department (Code 200) at PEARL HARBOR NSY AND IMF.

    Duties * You will oversee the process for test requirement identification and preparation of resultant test job summary, CU phases and test procedures.

    * You will identify the test requirements for Non-Nuclear/Non-Combat systems. * You will input test requirements into Re-entry Control (REC) documents. * You will maintain Test Procedure developing tracking status.

    * You will manage the Test Program Reporting (TPR) program and will review all outgoing TPRs for accuracy and formatting and review all incoming TPRs for applicability.

    * You will ensure the Lead Test Planner (LTP) initiates appropriate change to all Test Procedures issued to projects in execution where the Test Procedure has not yet been certified.

    * You will ensure all applicable TPRs are incorporated into all Test Procedures under development and into applicable Standard Test Procedures (STPs).

    * You will direct the work activities of the Test Planning Branch by planning the distribution of work and setting policy, priorities, and deadlines.

    * Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

    * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

    You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to perform occasional sea duty. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.

    You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR * You will be required to work onboard naval vessels.

    * This position requires that the incumbent be able to walk, climb, stoop, crawl, and bend and lift/carry objects weighing up to 40 pounds.

    * This position requires that the incumbent have visual acuity and accurate color discrimination.

    Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer leading non-nuclear system testing on ships undergoing overhaul, repair or modernization to provide technical expertise for the optimization, safety and operability of a ship.

    Qualifications Standards Manual:
    Successful completion of a professional engineering degree.

    To be acceptable, the program must:
    (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g.

Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
