The City of Norfolk has 3,941 employees and a total operating budget of $1,006M. The City is currently seeking a Finance Director to become an integral part of its management team.Reporting to the City Manager, the Director oversees a staff of 48 and is responsible for divisions including Debt Management, Controller, Retirement, Purchasing and Risk Management.
Examples of Duties / Knowledge & Skills
The Director directs and evaluates the suitability of existing and alternative practices and procedures related to local fiscal practices and management, including directing the investment and management of City funds; analyzing the City's general economic, business and financial conditions and evaluating their impact to the organization; working collaboratively with officials and administrators both within and outside the agency to ensure support and coordination of economic development activities; and developing and implementing innovative plans for areas such as financing of capital improvements and other projects, as well as revenue generation.
The ideal candidate will be a visionary, with exceptional financial management skills including a strong understanding of the principles, practices and techniques of accounting, auditing, debt management, financial reports preparation, investment and financial analysis, revenue forecasting, purchasing, and risk management; and applicable laws regulating municipal financial administration.
The successful candidate will be politically astute, a team player, and possess excellent interpersonal and communication skills.Minimum Qualifications & Requirements
Graduation from college with a degree in Accounting, Finance, Business Administration or closely related field is required in addition to seven years of increasingly responsible experience in municipal accounting, four of which shall have been at a supervisory level.
