    Introduction
    This is highly responsible technical and managerial work at the Waste To Energy plant.


    Nature Of Work

    The employee in this class performs responsible supervisory and administrative work managing all activities related to the safe, proper, and efficient operation and maintenance of the waste to energy plant, in accordance with City policies and standards.

    Performs complex tasks and devises new methods and procedures, which involve a thorough knowledge of plant operations and policies. Work is of unusual difficulty requiring the employee to possess a considerable amount of technical knowledge and expertise.

    The employee exercises extensive initiative and independent judgment in providing technical guidance and supervision to ensure continuous operation and maintenance of the plant.

    As environmental conditions may change rapidly, the employee must insure that careful monitoring occurs. Work is reviewed through results achieved, reports submitted, staff conferences and observations. Appointed position; employee serves at the pleasure of the Mayor.


    Examples of Duties


    Plans, directs, supervises, and coordinates the continuous, efficient and safe operation and maintenance of municipal waste to energy facility and related equipment including quality control, laboratory testing, processing and disposal activities.


    Assists the department director in formulation and implementation of policies and program objectives for the plant; conducts studies; prepares periodic special reports;

    assists and provides advice in the development of plans and specifications for facilities expansion and for replacement and maintenance of facilities and equipment.

    Manages the financial results and requirements of the plant's business and operations to ensure that revenue and expense goals are met or exceeded as established in the overall business plan.

    Supervises and trains professional, sub-professional, technical, and clerical personnel; participates in budget preparation and the controlling of funds for operations and maintenance of existing and new facilities; assists in annual audits.

    Inspects plant machinery and equipment which may require climbing ladders, stairs and catwalks, exposure to large machinery and confined spaces; inspects ongoing activities for safety and environmental compliance and for adherence to standard operating procedures.


    Reviews and interprets operating data and makes appropriate changes in procedures to ensure continuous and efficient operations and maintenance.

    Develops plans for staffing, technical training and continuous operation of existing or new facilities to meet increased demands.

    Performs personnel management activities to include: recommending employment, dismissal, promotion or transfer of employees; recommending salary increases and training; approving leave requests; serving as respondent in the grievance procedures; and, developing a safety program for division employees.

    Replies to technical queries from outside agencies and the general public regarding the waste to energy plant or process; coordinates matters such as pollution controls with regulatory and other outside agencies.


    Initiates notifications and communications with regulatory agencies as required, including communications to comply with established laws and ordinances.

    Performs related work as required.


    Knowledge, Skills & Abilities

    Extensive knowledge of:

    operation, maintenance and control of steam generating power plants and the legal requirements for their operation; federal, state and municipal rules, regulations and ordinances pertaining to waste to energy plant operations; management principles, practices and techniques, and methods of organization and management of energy plants.



    Ability to:

    analyze technical plant operating problems and determine the proper remedial action; establish and maintain effective working relationships with both inside and outside contacts; train employees in plant operations and maintenance; organize in report form and effectively present sound recommendations, both orally and in writing; establish and maintain effective working relationships with employees, officials and the general public.


    Minimum Qualifications


    Graduation from an accredited college or university with a bachelor's degree in engineering and six (6) years' of experience in the operation of a solid waste combustion facility or in occupations concerned with the design, start-up, operation, or maintenance of engines, boilers, turbines, air compressors or related machinery which supply power, heating, or cooling service to an industrial, maritime, or commercial process or facility with a minimum of two (2) years' of supervisory experience at the level of operations superintendent or higher.


    An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.


    Licenses or Certifications


    Possession of QRO provisional certification or ability to obtain within 6 months of employment; possession of or ability to obtain CFO QRO within 18 months of employment.


    Examination

    Evaluation of education and experience. Drug testing is included in all pre-employment processing.
