    The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. MTC provides services to the Association of Bay Area Governments (ABAG). For more information about MTC, visit .

    The Regional Transit Planner will support development of Transit 2050+, which expands the connected network planning action from the Transit Transformation Action Plan into a new, regional transit modal plan that will be incorporated into the forthcoming regional plan update, Plan Bay Area Duties and responsibilities include providing support for ongoing project management activities; reviewing and coordinating project deliverables across the Transit 2050+ and Plan Bay Area 2050+ project teams, including performance assessment of transit networks, integration of the Transit 2050+ transit network concept into the Final Plan Bay Area 2050+ Blueprint, and development of a Transit 2050+ Supplemental Report; and supporting outreach and engagement activities with the public, stakeholders, and decisionmakers. After the adoption of Transit 2050+ in 2025, this position will also contribute to scoping and transportation-related analyses for the next major update to the regional plan, referred to as Plan Bay Area 2060.

    This position is in the Regional Planning Program section serving MTC and ABAG. Under the general direction of the Principal Planner serving as the MTC/ABAG project manager for Transit 2050+, the Regional Transit Planner will work closely with other staff from the Major Plans, and Forecasting, Modeling, and Surveys teams on coordinating Transit 2050+ deliverables with key Plan Bay Area 2050+ milestones and public outreach and engagement. The Regional Transit Planner will work closely with transit operator staff and the consultant team in supporting completion of Transit 2050+ deliverables and ongoing outreach and engagement activities, including making presentations to MTC/ABAG committees, stakeholder groups, and the general public.

    All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
    SKILLS AND ABILITIES

    The ideal candidate will have the following knowledge, skills, and abilities:
    • Strong knowledge of the San Francisco Bay Area transit network, including knowledge of operators and key transit corridors.
    • Experience facilitating projects involving numerous organizational stakeholders as well as an interest in finding compromise when faced with conflicting perspectives.
    • Experience with and/or knowledge of transportation and land use modeling and performance analysis.
    • Ability to translate technical information into a language and format understandable to the general public and to communicate clearly and concisely, both orally and in writing.
    • Ability to prepare and make presentations to a wide variety of audiences.
    • Ability to apply interpersonal skills to work effectively with others including staff from other MTC sections and the Bay Area's transit operators and county transportation agencies.
    • Exceptional organizational skills and the ability to coordinate several concurrent projects at various stages of completion; ability to adapt to changing priorities and deadlines.
    MINIMUM QUALIFICATIONS

    An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

    Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration. A Master's degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

    ASSISTANT PLANNER/ANALYST
    Experience: One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

    ASSOCIATE PLANNER/ANALYST
    Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.

    Preferred Qualifications: Minimum of one year of increasingly responsible experience in an appropriate field related to the area of assignment such as transportation planning, city and regional planning, project management, transportation engineering or modeling, or public administration. Preference will be given to applicants with more years of relevant or professional experience.

    License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Under the general direction of the Principal Planner serving as the MTC/ABAG project manager for Transit 2050+, the Regional Transit Planner will be tasked with, but not limited to, the following:

    Project Management Support and Assistance
    Assist with the following project management activities:
    • Prepare meeting agendas, meeting notes, and follow up on meeting action items for the Project Management Team and other staff/stakeholder meetings.
    • Maintain project schedules and schedule management, including updating tasks in Asana.
    • Manage the consultant contract, including development and approval of task orders and tracking schedule and budget expenditure for task orders and the overall contract.
    • Maintain project tasks and deadlines in Asana and coordinate with other MTC staff on overlapping project management activities with Plan Bay Area
    Specific Support for Transit 2050+ Tasks
    • Coordinate with the consultant team and FMS/PBA50+ staff to complete Project Performance Assessment. This will include following up with project sponsors to prepare and update project descriptions, review and provide feedback on initial Project Performance Assessment results, develop Project Performance Assessment documentation and reporting, including assisting with preparation of presentations and reports to stakeholders and commissioners.
    • Assist with network concept development by documenting key details for modeling and network performance assessment. Work with the consultant team and Plan Bay Area 2050+ team to review and report modeling and performance assessment results, including modifications and subsequent iterations to network concepts that may be made based on initial modeling results.
    • Work with the MTC and transit operator project managers and Transit 2050+ consultant team to document and track contents that may be included in the Transit 2050+ Supplemental Report. Coordinate with the Plan Bay Area 2050+ team on any information from Transit 2050+ that will need to be included in other Plan Bay Area 2050+ documentation and/or supplemental reports.
    • Coordinate with the Transit 2050+ consultants and MTC Plan Bay Area 2050+ team to incorporate Transit 2050+ into the Final Plan Bay Area 2050+ Blueprint, including documentation of strategies, any required project updates, and review of modeling results.
    • Coordinate with the Plan Bay Area 2050+ team to ensure that information or documentation from the Transit 2050+ consultant team is provided in a timely manner for completion of Plan Bay Area
    • Assist with scoping activities and analyses related to the Transportation Element of Plan Bay Area 2060 including, but not limited to, goal-setting and scenario planning.
    Outreach and Engagement Support:
    • Prepare reports and presentations for MTC/ABAG advisory groups and committees.
    • Prepare meeting materials and take notes at stakeholder meetings with other agencies and/or advocacy organizations.
    • Prepare, staff, and take notes at public outreach and engagement events, both virtual and in-person.
    THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC:
    • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
      • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
    • Health Benefits Insurance through the Public Employees' Retirement System (premiums are shared between agency and employee).
    • Agency-paid Dental Insurance (dependent coverage shared by the employee and MTC).
    • Agency-paid Vision Care Insurance, employees only (dependent coverage is paid in full by employee).
    • Agency-paid Life, AD&D, Short Term and Long Term Disability Insurance.
    • Eleven paid holidays per year.
    • One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year.
    • One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated. (May cash out up to 240 hours of accumulated sick leave upon separation from the Agency.)
    • Personal Business leave; up to three (3) days per year depending upon date of hire.
