POSITION SUMMARY
The Disability Benefits Specialist provides benefits counseling and advocacy services to adults living with disabilities, ages 18-59, regardless of income. This position provides accurate information about public and private benefit programs, including assistance with application and appeal procedures and representation and advocacy on behalf of individuals when necessary and appropriate.
QUALIFICATIONS
- Directs knowledge of regulations governing eligibility for benefits to provide and explain accurate information, technical assistance, and eligibility guidelines on public and private benefits and programs using ability to communicate detailed and complex information.
- Provides assistance through information, counseling, and referrals related to individual eligibility for, and problems with, public and private benefits and services and to health care financing, insurance, housing, and other financial and customer concerns, some of which may be of legal in nature, using a trauma informed model of service.
- Educates and empowers customers to independently gain access to and maintain benefits. When necessary, provides direct application assistance to customers for obtaining and maintaining all public programs and private health insurance benefits.
- Applies organizational and attention to detail skills to assist in gathering and organizing required financial and non-financial documentation for benefits applications.
- Reads, interprets, and applies knowledge of laws and regulations to determine appropriate actions and strategies to resolve cases; consults with program attorneys as needed.
- Employs expertise in the needs of people with disabilities to provide information and advice on consumer rights, and complaint, grievance, and appeals processes.
- Effectively handles the legal system to represent adults living with a with disability, as appropriate, in written appeals as well as at state and federal hearings before Administrative Law Judges; assists in preparing and filing time sensitive complaints, grievances, and appeals at the local, state, and federal levels, as well as in the private sector; assists and represents clients with appeals of benefit overpayments and/or request for waivers of benefit overpayments.
- Practices coaching and counseling to make appropriate referrals for disability-related counseling and services.
- Coordinates Medicare Open Enrollment and other agency administered programs that fall within the scope of Disability Benefits Specialist program.
- Uses skills in personal computer operation, utilizing a variety of standard and specialized software and online program; completes and maintains required agency documentation for 100% Time Reporting.
- Provides public education and/or training on issues affecting the rights, benefits, or entitlements of individuals living with a disability; makes outreach visits in the community as assigned to promote Aging & Disability Resource Center programs and service.
- Establishes and maintains effective working relationships with internal and external partners.
- Performs other related duties as required or assigned.
TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS
- Bachelor's degree from an accredited college or university in a health or human services-related field, or other closely related field.
- One (1) year of paid, full-time experience working directly with adults living with a disability and/or older adults.
- Appointment will be conditional upon successful completion of criminal and caregiver background checks.
- Must have valid driver's license, an acceptable driving record, and access to private transportation for work-related duties.
- Must possess and maintain personal automobile insurance in the amount of$100,000/$300,000.
DESIRED TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS
- Experience conducting Disability Benefit Specialist activities.
- Experience with public speaking.
- Experience working with and knowledge of the medical community.
- Experience working with an income maintenance program, health insurance, Medicare and/or consumer rights for individuals living with a disability.
