    Resident Manager

    Scope and Purpose:


    To be responsible, under the supervision of the Area Manager, for all phases of the operation of a property, including, but not limited to the general administration and maintenance of the physical plant, and control all personnel and resources to the end that the property is maintained at all times in good condition with a stabilized fiscal operation.

    Many extenuating circumstances occur requiring a manager to make decisions and delegate authority.

    Report to:
    Area Manager

    Supervises:
    On-site assistants, leasing agents, maintenance, grounds and housekeeping staff
    Duties/Responsibilities
    1.

    Personnel
    A.

    Interview and submit recommendations to hire on-site personnel.
    B.

    Work with Area Manager, set salary levels, and recommend position changes and/or promotions.
    C.

    Train, direct, and supervise all personnel.

    Handle problems and questions as they arise.
    D.

    Enforce company policies and make recommendation for improvements.
    E.

    Responsible for appearance of employees.
    2.

    Financial
    ̈

    Collect all rents when due; ensure they are entered in the computer;
    deposited promptly.
    ̈

    Eliminate rent loss due to vacancy.
    ̈

    Collect, record, and properly deposit any miscellaneous monies.
    ̈

    Make daily bank deposits.
    ̈

    Keep accurate record of petty cash expenditures.
    ̈

    Follow budget guidelines and note variances with explanations.
    ̈


    Shop for competitive prices and approve all property purchases - make sure your limit of purchasing authority is strictly followed.

    Consult Area manager for purchases exceeding your budget guidelines.
    ̈


    Approve and code each invoice, make sure that purchase order is properly issued and all products or services have been received, correct amounts have been charged, extensions verified, and work has been performed in a satisfactory manner.

    Perform evictions; utility

    connects/disconnects

    as required for "move ins/move outs" and delinquent rents.
    3.

    Administrative
    A. Submit accurately completed reports on schedule as required.

    See "Property Management Reports" in Section II.
    B. Use company guidelines to review all applicant qualifications and make approvals unbiased and fair.
    C. Keep lease files complete and current.
    D. Maintain an organized, professional on-site office.
    4.

    Maintenance
    A.

    Supervise maintenance staff and assume responsibility for all maintenance related projects.
    B.


    Monitor daily progress of on-site maintenance staff and ensure that all service requests are completed satisfactorily and in a timely manner.

    C.

    Schedule and inspect all make-readies.
    D.

    Respond immediately to any emergency.

    Handle any major maintenance problems efficiently and follow up on a daily basis until complete.
    E.

    Periodically inspect entire property to detect potential problems.
    F.

    Cooperate with contractors to efficiently complete any work being performed on property.
    5.

    Resident Relations
    A.

    Strive for healthy resident relations.
    B.

    Train on-site personnel on attitude in regard to providing services to residents and in encouraging resident retention.
    C.

    Handle special resident problems and monitor all other problems handled by your staff.
    D.

    Inspect problems reported in occupied units.

    Follow-up after maintenance personnel have completed their assignments.
    E.

    Review all notices to vacate to determine reason.
    6.

    Leasing
    A.

    Inspect curb appeal, office, and ready-to-shows daily.
    B.

    Analyze and inspect signage regularly.
    C.

    Review advertising regularly.
    D.

    Evaluate need for special programs, incentives, etc.
    E.

    Review market target.
    F.

    Shop competition - know their market rents, policies, lease terms, property condition, etc.
    G.

    Ensure that all vacancies are prepared and ready to lease.
    H.

    Train leasing personnel.
    I.

    Analyze leasing performance effectiveness.
    7.

    Accountability
    A.

    The manager is totally accountable for all property operations.
    B.

    Be on call 24 hours a day for emergencies.
    C.

    Alternate Saturday work .
    8.

    Qualifications
    A.

    High school education.

    Related training and experience are preferable.
    B.

    Pleasing personality and ability to work with and understand the problems and attitudes of residents.
    C.

    Common sense and judgment in day-to-day matters.
    D.

    Self-control.
    E.

    Excellent organizational skills.
    F.

    Trustworthy and dependable.
    G.

    Neat, clean, and professional appearance.
