Come join a dynamic team supporting the Defense Threat Reduction Agency's (DTRA) Research and Development (RD) Directorate ARServices is seeking a qualified candidate to support the DTRA RD Counter Weapons of Mass Destruction (CWMD) Technologies Department (CX), Counterforce Systems Division (RD-CXS) team. The ideal candidate for this position will have experience in team management, technical program and project planning, and general project management support. This position is full-time, on site. Most of the work will be performed in a government facility at Fort Belvoir, VA, with some telework permitted. This position requires a Top Secret clearance with access to Sensitive Compartmented Information. This position may involve occasional travel.
Responsibilities
+ Lead and manage the team
+ Provide technical project management assistance and support for Division CWMD R&D Programs
+ Provide analysis, management, distribution, and consolidation of responses to internal and external taskings, RFIs, and inquiries
+ Provide support for internal taskers
+ Create briefings and products for both technical and senior leader audiences
+ Establish and maintain relationships with relevant internal and external stakeholders
+ Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits Program Objectives Memorandum (POM) materials, for a research and development acquisition program
+ Assist in setting portfolio, project, and product level strategy and priorities
+ Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences
+ Provide cost estimating, life-cycle costing, and cost-benefit analyses in support of acquisition programs and other analyses including support to POM and PPBE activities
+ Employ technical expertise to translate technical plans into required fiscal documentation to support the planning, programming, budgeting and execution.
+ Assist with development/maintenance of program review materials
+ Assist with managing and developing the PPBE (planning, programming, budgeting, and execution) process as well as developing budget/program briefs
+ Review program documentation to facilitate cross-communication regarding program priorities and courses of action
+ Participate in Integrated Product Teams
+ Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers
+ Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years
Requirements
+ Current DOD Top Secret level clearance with access to SCI
+ Bachelors degree in a business, management or scientific/technical field
+ Minimum of ten years of experience in DOD R&D program planning and technical program management including 3+ years in a Department of Defense Acquisition focused position and managing and reporting on multiple projects
+ High-level proficiency with MS Excel, PowerPoint, and Word
+ Experience in DoD Counter-WMD Research and Development, portfolio and project management or related experience
+ Extensive experience with Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, DoD Directive 5000 series and other DoD acquisition and contracting policies
Desired Qualifications
+ Masters degree in a business, management or scientific/technical field
+ Extensive experience in Counter WMD R&D
+ Experience working at DTRA
+ Knowledge of one or more of the following areas: modeling & simulation, software development, unmanned systems, sensor development, measurement and signature intelligence, operations research, systems engineering
+ Program Management Professional (PMP) certification
+ Defense Acquisition Workforce Improvement Act (DAWIA) certification at level 1 or 2
+ Defense Acquisition University Program Management coursework
