    Summary



    This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Program Manager, you will serve as an Associate Director of the NETL Career Management and Education Program Directorate, to assure NETL's mission is properly supported with best-in-class Human Capital Management.



    Duties


    As a Program Manager, you will:

    • Develop strategic approaches to human capital resource management including strategic staffing plans, strategic hires, and performance metrics and measures that reinforce organizational and team effectiveness.
    • Develop and Champion a robust STEM Education Program and Internship Program to develop Mission Critical Talent at NETL.
    • Development of training programs for supervisors and employees, including employee performance, and workforce development programs.
    • Provide support to the COO and Deputy COO with decisions on human capital, business and administrative matters that affect the Laboratory Operations Center and NETL.
    • Provide supervision to subordinate staff by ensuring work is delegated and completed, mentoring and advising on career development opportunities; resolving conflicts, addressing problem areas relating to implementation and goal achievement, and assessing performance when needed.
    • Serve as a member of local and department level boards, teams and committees charged with developing and implementing strategic initiatives that affect the overall operation effectiveness and mission readiness of the NETL and the DOE.
