    Full Range: $155,453 - $233,180 Annually
    Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. The Chief Psychiatrist is a community partner that supports the creation, revision, and implementation of behavioral health policy, procedure, and practices for the local system of behavioral healthcare, serving a population with complex needs. This position actively participates in the clinical administration of behavioral health best practices in the Pima County Adult Detention Center (PCADC). This classification is in the unclassified service and is exempt from the Pima County Merit System Rules.

    Provides supervision of Behavioral Health clinical staff ensuring practitioners treat in accordance with evidenced based correctional medicine and medicine standards;

    Serves as the responsible Psychiatric Medical Director and final clinical judgment in collaboration with the Behavioral Health clinical staff;

    Leads the Behavioral Health clinical team and ancillary team members in an interdisciplinary manner of healthcare incorporating a holistic wellness approach to patients covering physical health and public health, providing services to an underserved and vulnerable population;

    Provides overview and follow up of medication management services to patients of Community Mental Health and Addiction Services;

    Provides clinical training to staff members on various medical and behavioral health subjects to include medication management and psychiatric evaluations as needed;

    Serves as department liaison with consultants and third-party psychiatric staff;

    Completes clinical documentation and assures that all filing of clinical information is accurate and submitted on or before the deadlines required by federal and state regulations and standards;

    Participates in interdisciplinary team meetings with the contracted health provider's clinical team to coordinate and promote quality care;

    Participates in Serious Adverse Event Reviews as needed for defendants held in PCADC custody;

    Reviews all prospective out of county referrals for restoration services relative to screening out any serious health concerns found in those referrals;

    Attends court hearings when subpoenaed or required by a Behavioral Health program;

    Follows the standards of conduct and chain of command set by the PCADC when working in correctional facility;

    Functions as a clinical resource and subject matter expert to the Correctional Health division.

    KNOWLEDGE & SKILLS :

    Knowledge of:
    • human behavior and complex behavioral problems;
    • principles and methods of psychiatry;
    • wellness and recovery models;
    • advanced pharmacology, and psychotropic medication;
    • mental illness, substance use and co-occurring disorders;
    • consultation and education theory and techniques;
    • DSM-IV criteria;
    • applicable Federal, State and Local laws;
    • medication side effects and interactions.
    Skill in:
    • psychiatric diagnosing, crisis intervention techniques, and treatment of psychiatric/mental health and substance use disorders;
    • provide clinical supervision for professional staff;
    • psychiatric interview process and psychotherapeutic techniques;
    • prescribing psychotropic medications;
    • treatment planning;
    • training medical/clinical staff;
    • interpreting laboratory tests;
    • assessing and developing treatment programs;
    • communicating effectively, both orally and in writing.
    A Doctoral degree from an accredited and approved school of medicine or osteopathic medicine, board certified in Psychiatry, and three (3) years of experience practicing in a health care environment and three (3) years in a supervisory or administrative capacity. Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application.     Preferred Qualifications : (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

    1. Licensed to practice Psychiatry in the state of Arizona.
    2. Minimum three (3) years experience practicing as a psychiatrist in a healthcare environment.
    3. Minimum t hree (3) years experience in a supervisory or administrative capacity in a medical director role or similar position such as clinical director.
    4. Minimum t hree (3) years experience in psychiatric diagnosing, crisis intervention techniques, treatment of psychiatric/mental health and substance use disorders, treatment planning, prescribing psychotropic medications, and interpreting laboratory tests.
    5. Minimum t wo (2) years experience in forensic psychology.
    Selection Procedure :
    Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. Additional assessments/testing may be required as part of the selection process.

    Licenses and Certificates : Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record. Possession of a current and unrestricted license to practice medicine as a Medical Doctor (M.D.) or Doctor of Osteopathy (D.O.) in the State of Arizona and board certified in Psychiatry is required at the time of appointment and must be maintained as a condition of employment. Possession of a current Certified Correctional Health Professional certification (CCHP) by the National Commission of Correctional Healthcare (NCCHC) and/or member of the American College of Correctional Physicians or American Academy of Psychiatry and the Law required at time of appointment or certification must be obtained within 6 months of hire and maintained for the duration of employment.

    Special Notice Items : The County requires pre-employment background checks. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
