    Overall Objectives of Position
    The Police Chief is responsible for the comprehensive planning, organizing, directing, and coordinating the activities of the Poarch Creek Indians' Police Department in preservation of order and protection of life and property. This job description is not an all-inclusive list of the duties and responsibilities of this position. The Police Chief is expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs.
    The Police Chief is expected to live the Purpose and Values of the Poarch Band of Creek Indians and will go beyond the call of duty.

    Primary Responsibilities of the Police Chief
    • Plans, organizes, and directs the programs and activities of the Police Department.
    • Maintains the appropriate budgets and/or grants including the preparation of monthly, quarterly, and annual reports to ensure accountability in the administration of applicable Tribal programs.
    • Responsible for carrying out the goals and objects as outlined in the applicable contract(s) and/or grant(s).
    • Formulates department rules, procedures and policies as delegated by regulating code and ensures their implementation.
    • Develops short, intermediate, and long range plans for recommendations to the Tribal Chairman, Tribal Council, and Division Director-Public Safety.
    • Establishes and maintains effective cooperative working relationships with local, state, federal, and tribal regulatory departments and agencies.
    • Maintains effective public relations and handles community issues in a tactful and courteous fashion.
    • Monitors investigations; makes referrals to appropriate sources; maintains crime statistics, and investigates civilian complaints against officers.
    • Responsible for the inspection and maintenance of the department's equipment and facilities.
    • Establishes and maintains effective working relationships with the public, the media, law enforcement agencies, and other employees.
    • Performs other duties as assigned by appropriate person.
    Day-to-day Responsibilities
    • Directs and coordinates activities of the Police Department in accordance with the authority delegated by the Tribal Council in conjunction with the Bureau of Indian Affairs and the State of Alabama.
    • Supervises directly, or through subordinate supervisors, a staff of law enforcement and civilian employees; prescribes, publishes, and enforces rules and regulations; recommends the appointment, promotion, and dismissal of personnel; and prepares performance evaluation reports.
    • Enforces all rules, policies and procedures of the Poarch Creek Tribal Police Department, and recommends disciplinary actions if necessary.
    • Advises and assists subordinates in complex criminal or other investigations; assumes direct command of the police force in emergency situations or major law enforcement operations.
    • Directs and oversees the operations of the Investigation Division and assures that cases are completed in a proper manner.
    • Approves expenditures of Tribal funds within the Police Department budget.
    • Directs the enforcement of Tribal, Federal and State laws by subordinate police personnel.
    • Maintains the safety, peace, and wellbeing of the Tribe.
    Education/License/Certification and Experience Requirements
    • Bachelor's Degree in Criminal Justice, Public Administration, or related field.
    • Ten (10) years of employment experience in law enforcement with five (5) years' experience as a command officer ranking (Lieutenant or above).
    • Graduate of the FBI National Academy and/or the Southern Police Institute Command Officers Development Course (CODC) Executive Leadership Management Institute preferred.
    • Experience as a Chief of Police for a Municipal or Tribal Government preferred.
    • Six (6) years of general supervisory experience in monitoring and coordinating the activities of subordinates, including general supervision, performance evaluations, and disciplinary procedures.
    • Must possess Alabama Peace Officer Commission certification as a law enforcement officer or must obtain certification within twelve (12) months of date of hire.
    • Must obtain BIA special law enforcement commission (S.L.E.C.) within twelve (12) months of date of hire.
    • Experience in budgeting and grant writing preferred.
    • Experience and/or knowledge with Federal Indian Law preferred.
    Skills Required
    • Extensive knowledge and proven ability in all phases of law enforcement including comprehensive knowledge of modern principles, practices, and techniques of police administration.
    • Must meet approved age, mental, physical and medical requirements set forth by the Alabama Peace Officers Standards and Training Commission (APOST) and the Bureau of Indian Affairs (BIA).
    • Ability to exert moderate, though not constant, physical effort, typically involving some combination of reaching, stooping, walking and climbing, and the lifting, carrying, pushing and/or pulling of objects and materials weighing 50 pounds.
    • Ability to effectively employ and maintain proficiency with a variety of Department-issued firearms and less lethal weapon systems.
    • Ability to communicate effectively on an individual or group basis and in public meetings; includes ability to speak and write clearly and to interact with members of the Department, other Tribal Departments and outside agencies to exchange information and resolve problems.
    • Ability to perform tasks in changing and stressful circumstances; includes ability to maintain control of emotions and actions and to make rapid decisions.
    • Ability to maintain confidentiality of highly sensitive data.
    • Ability to plan, organize, and direct the work of employees performing varied operations connected with police activities.
    • Ability to coordinate, review, classify, prioritize and analyze data in order to make sound professional, managerial and technical decisions. This includes acting decisively in critical situations based on available information.
    • Ability to interpret federal, state, Tribal, and local laws, ordinances.
    • Ability to set priorities and to meet deadlines.
    • Ability to exercise discretion in identifying and selecting from alternative courses of action.
    • Ability to exercise discretion in the use of force and law enforcement powers.
    • Ability to build consensus and/or to issue authoritative orders as circumstances dictate. Ability to provide guidance, assistance and interpretation regarding the application of procedures and standards to specific situations.
    • Ability to establish and maintain effective working relationships with public officials, state and federal authorities, civic leaders and the public.
    • Must maintain the ability to testify in Tribal, Federal, and State Court (no Giglio restrictions permitted).
    Additional Requirements
    • Ability to work flexible hours.
    • Must possess a valid driver's license and insurable driving record according to Tribal insurance guidelines.
    • Meet suitability requirements of Public Law and successfully pass the required criminal and character background check under BIA guidelines.
    • Ability to travel and participate in required training, leadership development, and other events.
    • Must live within thirty-five (35) miles of the Poarch Creek Indian Reservation.
    • Ability to adequately and successfully perform all duties and responsibilities of this position.
