    Job Summary

    As the Facilities Operation Center Coordinator at the Minnesota Pollution Control Agency (MPCA), this position assists in providing environmental and program support to program staff in preparation for specific field work activities based on knowledge of environmental monitoring and sample collection protocol and procedures in the areas of surface water, ground water, soils, air, and hazardous materials, and assists in the oversight of the Field Operations Center and corresponding laboratories.

    Qualifications

    Minimum Qualifications

    Environmental Specialist 1

    Two years of environmental protection experience OR

    Bachelor's degree in Environmental Science, Conservation, Biology, Chemistry, or related field. (Students in their final semester of college should apply for the position and can start after their graduation date.)

    Environmental Specialist 2

    Three years of environmental protection experience OR

    Bachelor's degree in Environmental Science, Conservation, Biology, Chemistry, or related field AND one year of professional environmental protection experience.

    AND

    Demonstrated strong technical writing skills.

    Ability to gain a complete understanding of the environmental regulatory process and procedures.

    Problem-solving skills to successfully resolve technical matters and bring projects to conclusion.

    Basic computer skills with proficiency in Microsoft Word and exposure to Microsoft Excel and Microsoft PowerPoint. Good communication and human relations skills to interact effectively with stakeholders and team members.

    Valid Class D Driver's License.

    Preferred Qualifications

    Knowledge of state waste management policies, rules and regulations.

    Knowledge of environmental monitoring and sample collection protocol and procedures in the areas of surface water, ground water, soils, air, and hazardous materials.

    Knowledge and understanding of principles and practices of facilities management including leased office and storage facilities and issues.

    Knowledge of health and safety requirements for field sampling and operation of a Field Operations Center.

    Knowledge of calibration procedures and processes and ability to perform calibration of equipment used for monitoring and sampling activities.

    Ability to maintain equipment by making minor repairs, adjustments and to make recommendations for major repairs by the appropriate vendor if equipment is beyond their mechanical expertise.

    Ability to consult effectively with local officials and maintain productivity in controversial situations.

    Ability to operate various building/outdoor equipment (forklift, ATV, motorboat) with related certification/licensure.

    Physical Requirements

    Requires driving to and from inspections. Requires the ability to perform field work, sometimes in adverse weather. Field work and inspections may include traversing stairs and rough terrain, and some moving of sampling equipment. Ability to load/unload vehicles of various equipment, general deliveries, generators, coolers, pallets, kayaks, etc. May need to lift/transport approximately up to 50 pounds.

    Additional Requirements

    A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
