    Under the general direction of the Public Works Director and Division Director will develop, implement and manage road and utility capital projects for the Public Works Department and provides engineering support to the Road Maintenance Division.

    The responsibilities include daily management, program development and implementation.
    Supervises assigned projects, provides instruction and training for employees;


    makes independent decisions; plans and assigns work; evaluates and approves/disapproves leave requests; approves timesheets; checks final work to ensure compliance with established policies and procedures; recommends the hiring of new employees; recommends the promotion of employees; recommends salary increases for employees; recommends disciplinary action; assists in the resolution of grievances and/or complaints; provides feedback on work performance for employees; completes performance evaluations for employees; drafts and implements policies and procedures; assists in budget preparation and implementation.

    Assumes responsibility for assigned services and activities related to the management of specific construction projects within the Public Works Department including design, bid, construction, and related functions and professional contracts to ensure completion of projects within budgetary, regulatory, and time constraints.

    Schedules and keeps projects within project timelines, prepares and manages project budgets, coordinates resources among County departments, provides County- wide support services for road and utility capital improvement projects, and creates capital improvement funding strategies that encompass legislative initiatives, grant seeking and other funding sources.

    Represents the County at public and non-public meetings related to County projects.

    Responds to requests from and carries out additional duties as directed by the Public Works Director and Public Works Division Director.

    Analyzes internal processes and recommends and implements procedural or policy changes to improve operations.
    Presents information/updates to the BCC relative to county projects and legislative initiatives.

    budget;

    conducts strategic/budget planning.
    Provides support to the Road Maintenance section conducting drainage studies and assist with roadway/drainage structure design.
    Assist with the County Improvement District (CID) process.

    Bachelor's degree in civil engineering, construction management, project Management or related field and eight (8) years of construction, design or operational experience in public works fields to include road or utility maintenance or road construction in an administrative capacity.

    Experience may be substituted at a rate of 30 semester hours equal to one (1) year experience.
    New Mexico Professional Engineering license preferred;
    Minimum of two (2) years of direct supervision of employees required.

    Minimum of eight (8) years of capital project management experience in a governmental setting or equivalent experience in a private setting.


    Working Conditions:
    Work is performed in an office setting and field setting in varied weather conditions. Will require extensive time in the field. Will require evenings, weekends and possibly respond to emergency situations. Manual and finger dexterity required. Will be exposed to construction equipment, dust and noise, extreme weather conditions. Close exposure to CRT's and VDT's. Travel will be required


    Conditions of Employment:
    Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening.

    Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
