    We have implemented a new system and need a skilled Business Systems Analyst as a key member of our team to support the application by performing the following tasks:

    Conduct requirement gathering sessions for business functionality and interfaces
    Configure functionality to meet the Income Tax Divisions unique requirements that go beyond out-of-the-box functionalities. This configuration is performed using tools within the software's user interface, as well as either VB.Net or C#
    Review and document process and information flows
    Ensure solutions meet business needs and requirements
    Assist in data extraction mapping and validation
    Gather Reporting and analytics design and requirements
    Support Project Management in the definition and technical validation of delivery schedules and plans
    Ensure consistent and regular reviews of progress and escalation of any risks or deviations from the plan with recommendations and mitigation strategies, as appropriate
    Server optimization and performance tuning of code and SQL
    Maintain essential IT operations, including operating systems, security tools, applications, servers, email systems, laptops, desktops, software, and hardware
    Implement new system features and navigate them through testing and deployment
    Serve as liaison between end users and business units to maintain reliability and operation of supported systems
    Ensure rigorous adherence to information security and assurance policies, principles, and practices in the delivery of application software services
    Launch effective software solutions that improve general workflow and productivity
    Communicate system changes to company employees with clarity and support
    Perform timely maintenance to monitor completed software

    Preferred Qualifications:
    Bachelor's degree in Business, Computer Science or higher
    3 years or more experience in business analysis, systems implementation, automating business processes, and/or project management
    SQL or report design experience
    C# or equivalent development language experience
    Strong writing and communication skills
    Security and compliance experience
    Possess exceptional analytical and conceptual thinking skills
    Competency in Microsoft office and project management tools
    Highly Preferred Qualifications
    Experience with GENTAX or other revenue, customer-based systems
    Advanced technical skills
    Have the ability to influence stakeholders and work closely with them towards acceptable solutions
    Track record of developing and delivering communications related to critical system updates and process changes

    Under direction, is responsible for analyzing and identifying business systems needs, and developing the required information technology solutions; performs related duties as required.

    Consults with users to evaluate, develop, and document an understanding of business processes, needs, expectations, and technology requirements; analyzes and reviews requests for software, hardware, and additional technology to implement solutions, etc.

    Develops the outline of the business systems design and defines the requirements and parameters of the proposed business systems; prepares cost estimates and project timelines for implementation of business systems; makes recommendations on improvements to business processes;

    Determines feasibility and requirements for computerization such as hardware configurations, peripheral equipment, maintenance support, mainframe interface, modem communications, and memory storage devices; analyzes hardware and software alternatives and recommends selections to management;

    Analyzes the current available third party systems to determine compatibility with and adaptability to the users' needs and the City's technical capabilities;

    Collaborates with technical section's specialists in areas such as database and application programming to adapt systems to specific departmental requirements; identifies potential problems and recommends solutions;

    Develops functional testing strategies, scripts, plans, etc.; coordinates the testing and implementation of departmental business systems with Department of Technology staff, department personnel, and/or consultants; evaluates the systems' effectiveness, efficiency, ease of use, and fulfillment of objectives; provides post-implementation support for newly implemented systems;

    Documents the development, testing, implementation, and evaluation of the business systems; directs the preparation of reports, training materials, and operational procedures related to the business systems;

    Attends seminars and participates in training to remain current with information technology issues and practices.


    Possession of a bachelor's degree with significant coursework (sixteen (16) semester hours or twenty-four (24) quarter hours) in computer science, information systems, database management, systems analysis, or a closely related field and four (4) years of experience analyzing, evaluating, and implementing technology systems for business solutions.

    Substitution(s):


    Equivalent work experience documenting knowledge of business systems analysis and implementation may be substituted for the required education on a year-for-year basis.

    Possession of master's degree in business administration, public administration, computer science, or a closely related field may be substituted for one (1) year of the required experience
