    The State of Wyoming is seeking a visionary, strategic, and collaborative leader to serve as the be its Chief Information Officer (CIO). This pivotal role will serve as the Director of the State's Enterprise Technology Services (ETS) agency and oversee the management, development, and enforcement of data security and privacy policies within the Wyoming Enterprise Technology Department (ETS), fostering a culture of innovation and excellence in technology services. The successful candidate will play a crucial role in shaping the technological landscape of Wyoming, empowering citizens, and facilitating efficient governance through effective leadership and communication with a variety of stakeholders, including legislative representatives.

    ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

    • Provide dynamic leadership, direction, and mentorship to a diverse team of over 200 IT professionals within the ETS.
    • Update and establish departmental policies, create budgetary frameworks, and ensure compliance with statutory requirements, demonstrating strategic foresight and regulatory acumen.
    • Collaborate closely with the governor and legislative representatives to implement political directives, contribute to the formulation of state statutes, advocate for advancements in state construction and maintenance practices, and articulate a strategic vision to garner support for technology initiatives.
    • Assist in the development of budgets, funding allocations, and general recommendations for executive brand agency IT requests, balancing fiscal responsibility with innovative technological solutions.
    • Develop and oversee a comprehensive IT security program, implementing strategies for risk mitigation and ensuring the integrity and confidentiality of critical data assets.
    • Foster trusted partnerships with stakeholders across government entities, industry sectors, and local communities.
    • Engage in press interviews and public speaking engagements to raise awareness of technological advancements, promote transparency, and demonstrate the department's commitment to excellence in service delivery.

    Qualifications

    Preference may be given to candidates with a degree from an accredited four-year college or university in information technology, computer science, or related fields.

    Preference may be given to candidates with at least five years of work experience in information technology, network administration, or related fields.

    KNOWLEDGE:

    Comprehensive understanding of information technology and system development principles.

    Familiarity with government procurement processes, legislative procedures, and industry standards.

    Proficiency in policy development, decision-making, and public speaking.

    Proven experience in cultivating positive relations with diverse stakeholders and navigating complex organizational environments.

    FLSA: Exempt

    This is an AT-WILL position which serves at the pleasure of the Governor.
