    Summary



    The position of an Emergency Management Specialist (EMS) manages the Health Care System in sustaining national and regional support for the Comprehensive Emergency Management Program (CEMP). She/he is responsible for preparing for and carrying out or coordinating emergency function to prevent, protect from, mitigate against, prepare for, respond to, and recover from emergencies and disasters.



    Duties


    Duties to include but not limited to the following:

    Program Oversight and Growth

    • Responsible for coordinating the Healthcare System efforts and engaging staff as well as the functions required to manage the Comprehensive Emergency Management Program (CEMP).
    • Develops, implements, sustains and maintains policies and guidance within VHA, local, and community.
    • Responsible for ensuring the emergency response results and conclusions lead to a continual improvement of the emergency management program throughout the healthcare system.
    • Advises Agency Executives and key stakeholders with expertise on program and policy.
    • Participates in the development, coordination and review directives, white papers, Medical Center Memorandum, service support agreements, standard operation procedures, policy matters and related documents.
    • Responsible for managing and maintaining the health care systems' automated alert and notification system, coordinating, and monitoring results with the Communication Support System.
    Resource Management and Contingency Operations
    • Functions as the local program manager for the Disaster Emergency Personnel System (DEMPS) which is a program comprised of qualified volunteers who register and train in disaster management and support additional deployment requirements.
    • Serves as local program manager foe First Receiver Decontamination.
    • Monitors the Decontamination Unit Leader in organizing and coordinating all areas of responsibility related to Decontamination Response Team including coordinating with the Safety Officer, Industrial Hygienist, Green Environmental Management System GEMS) Coordinator.
    • Initials, ensures and maintains an inventory of Powered Air Purifying Respirators (PAPR) and other decontamination equipment.
    • Activates and provides direct support tot he Hospital Incident Management team
    • Prepares the Hospital Command Center (HCC) for drills, exercises and responses.
    • Responsible for reconstituting HCC supplies and equipment after the demobilized.
    • Develops and distributes an After-Action report with Improvement Plan resulting from capability gaps.
    • Develops and maintains VHA emergency operations plans in support of internal and external requirements and mandates.
    Exercise, Evaluation and Community Relations
    • Reviews and analyzes and coordinates the implementation and evaluation of exercises to test and analyze the healthcare system's comprehensive Emergency management plans and associated programs which includes collaboration and integration with the Safety, Patient Safety, Office of Public Affairs, VA Police Programs.
    • Works with committee and community partners to perform hazard vulnerability analysis (HVA) requiring assessment of risks having potential to interrupt the continuity o critical operations.
    • Revise and review policies, procedures, mission objectives and/or organizational design for mission accomplishment of complex and evolving issues and functions.
    • Serves as advisor and representative of Emergency Management issues.
    Work Schedule: Monday to Friday 8:00 am to 4:30 pm

    Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
