    Description
    Responsibilities Noblis ESI is seeking a Project Engineer for its Chantilly location to:


    • Serve as program support to the government Program Manager (PM) for a small satellite distributed command and control network, with responsibility for technical knowledge of the assigned groups and programs/projects.
    • Provide technical guidance and recommendations related to the integration of small satellite (Small Sat) requirements and ground systems capabilities with National Systems-based and Department of Defense (DoD) space architectures.
    • Serve as Agile software product owner and assist government program office with prioritization of the development contractor's software backlog .
    • Provide presentations and demonstrations of Small Sat operational tools and capabilities to DoD and Intelligence Community, senior leadership, and decision makers.
    • Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs.
    • Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedules.
    • Support the PM in multiple areas that include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture development, and customer outreach.
    • Other responsibilities include administrative and technical support to the Government leadership team, internal coordination across Directorates, external mission partners and other DoD/IC customers
    Required Qualifications


    • Bachelors and 3 years of experience
    • Must possess an active Top Secret clearance with SCI eligibility and ability to obtain and maintain a CI Poly.
    • Experience in Project and Acquisition Management, with emphasis on Government acquisition in DoD or IC.
    • Experience with systems engineering techniques and documentation.
    • Experience with small satellite design and operations.
    • Demonstrated proficiency in satellite ground system architectures.
    • Ability to problem solve in a rapidly changing environment and interface with the customer daily.
    • Strong user engagement skills with an emphasis on understanding user requirements and capability gaps.
    • Ability to brief complex technical subjects to non-technical personnel.
    • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars.
    • Ability to work independently with minimal supervision and perform other duties as assigned.
    • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously.
    • Assist the Information System Owner/PM in the execution of ICD-503 Risk Management Framework to ensure compliance with continuous monitoring and authorization activities.
    • Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
    • Must be able to demonstrate excellent relationship building and management skills
    • Must be able to travel Desired Qualifications
    • TS/SCI security clearance with a Counter-Intelligence Polygraph
    • Understanding of Cloud technologies and architecture, specifically hybrid cloud architectures and edge locations
    • Familiarity in network engineering and architecture
    • Knowledge of RF communication systems with emphasis on satellite communications
    • Understanding of optical communications
    • Possess a fundamental understanding of DoD and IC tactics, techniques, and procedures including CONOPS and architectures
    • Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
    • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
    • Ability to build and present technical briefings and report
    • CompTIA Security+ or CISSP certification

    Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws
    The projected compensation range for this position is provided within the posting and are based on full time status
    Part time staff receive a prorated salary based on regularly scheduled hours
    The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees
