    POSITION: Purchasing Agent

    SALARY: $23.63-$27.38

    REPORTS TO: Administrative Services Manager

    LOCATION: Fish and Wildlife,Nespelem, Washington

    BASIC FUNCTIONS: This is an Non Exempt position. Organizes, coordinates and monitors the Program's purchasing function in an efficient, cost effective and time saving manner for the department. Performs advanced technical purchasing services associated with the procurement, delivery, and quality of supplies, equipment and services.

    Qualifications

    MINIMUM QUALIFICATIONS:

    Education and Training:
    • The position typically requires an Associate's degree AND 0-2 years production oriented clerical and record keeping experience, preferably in purchasing or distribution environment.
    • Requires a valid Washington State Drivers' License and must be eligible for the Tribes' vehicle insurance and maintain throughout employment.
    Knowledge, Skills, and Abilities:
    • The position requires specialized knowledge of purchasing, procurement, and inventory control programs, including warehousing and accounting for fixed assets.
    • Requires in-depth knowledge of the Tribal and Federal polices and procedures, operations, and objectives governing purchasing.
    • Requires in-depth knowledge of the methods used for verifying and accounting for fixed assets and inventory levels.
    • Requires knowledge of and skill at using computer-aided office productivity applications and specialized programs supporting purchasing and inventory control.
    • Requires sufficient math skills to compute sums, fractions, decimals, averages, trends, and ratios.
    • Requires well-developed communications skills to carry on price negotiations and convey technical concepts.
    • Requires professional writing skills sufficient to prepare bid documents and specifications.
    • Requires the ability to carry out the essential functions of the position.
    • Requires the ability to organize work and time sensitive processes for successful operation of the department.
    • Requires the ability to prepare and facilitate bid documents and processes.
    • Requires the ability to write contractual language.
    • Requires the ability to evaluate and compare price and specifications for goods and services.
    • Requires the ability to inspect, identify, describe, and account for inventory levels and fixed assets.
    • Requires the ability to negotiate prices, delivery, and warranties that benefit the Departments.
    • Requires the ability to use a personal computer to access and enter information onto established data entry screens, format and produce typewritten documents, and lookup information stored on databases or internet.
    • Requires the ability to learn, interpret and rules, policies, and procedures affecting purchasing operations.
    • Requires the ability to maintain detailed and accurate records.
    • Requires the ability to communicate courteously with contacts within and outside of the organization.
    • Requires the ability to read and understand purchasing reports, records and correspondence related to purchasing.
    • Requires the ability to perform a variety of purchasing tasks in the areas of requisition, review and monitoring of payments.
    • Requires the ability to provide customer support to program staff.
    • Requires the ability to recognize and solve difficult and complex purchasing issues and business problems to provide advice to program staff.
    • Requires the ability to manage multiple and diverse accounts to properly account for purchasing transactions.
    • Requires the ability to establish and maintain accurate records and files for purchasing transactions.
    • Requires the ability to work independently and carry out tasks to completion.
    • Requires the ability to establish effective professional working relationship with co-workers, other programs and agencies.
    • Requires the ability to work in a multi-cultural environment.
    • Requires ability to function in doors in an office environment engaged in work of a primarily sedentary nature.
    • Requires the ability to stand or sit for extended periods of time, to utilize microcomputers and peripheral equipment, accomplish other desktop work, and to move about various campus locations.
    • Requires the ability to use near vision and to read printed materials.
    • Requires auditory ability to carry on conversations in person and over the phone.
    • Requires the ability to retrieve work materials from overhead, waist, and ground level files.
    • Requires manual and finger dexterity to write, use a pointing device, and keyboard at an advanced rate, operate microcomputer, and to operate other standardized office equipment, almost constantly requiring repetitive motions.
    • Requires the ability to lift and/or move up to 30 pounds.
    • Requires the ability to work a variable schedule including evenings, early mornings, holidays, and weekends as work dictates.
    • Requires the ability to travel for meetings, training, and conference participation as necessary.
    Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, pursuant to Tribal Policy, this position is subject to reasonable suspicion and post-accident drug testing.
