Nature of Work

The main goal of this position is to offer project management, operational, design, procedural, inspection, and engineering support for various engineering projects and programs within the department.

ESSENTIAL DUTIES & RESPONSIBILITIES

This job description aims to provide a brief summary of the key duties and responsibilities carried out by employees in this role. Employees may be asked to perform tasks related to the job beyond those outlined in this description.

Serve as a project manager for engineering projects, overseeing and monitoring the work of contracted engineers
Plan and design various systems such as streets, sewer, highway, water treatment, water distribution, bridges, or buildings; determine the scope of work needed, request required surveys and soil borings, and estimate project quantities and costs
Prepare specifications and work orders, perform complex computations, estimate time and material costs
Inspect and supervise the inspection of construction projects, review contractor payment requests
Act as a liaison with consultants, contractors, suppliers, other city departments, and government agencies on technical matters related to projects
Supervise junior engineers, draftspersons, and support staff in tasks like drawing plans, writing specifications, conducting surveys, and inspecting construction work for adherence to plans and quality standards
Administer programs within the designated area
Conduct investigative and public relations work related to engineering activities
Perform any other related tasks as necessary

Minimum Training and Experience

Required Education and Experience

Bachelor's degree in Civil, Electrical, or Mechanical Engineering from an accredited college or university
Minimum of three (3) years of experience in Civil Engineering related to the specific area of assignment
Equivalent combination of training, education, and experience meeting the necessary skills and knowledge requirements

Required Licenses or Certifications

Fundamentals of Engineering (F.E.) Certification
S-4 or S-3 Water Operators license (or ability to acquire within 6 months of hiring)

Preferred Licenses or Certifications

Professional Engineer's License
Stormwater Certification - Construction Site Inspections
SESC Comprehensive Stormwater Certification
Industrial Stormwater Operator Certification
Construction Stormwater Operator Certification
Soil Erosion Plan Review and Design Certification

Other Necessary Qualifications

Knowledge of:

Basic bookkeeping principles and practices
Civil, engineering, and topographic surveying principles and practices
Modern office procedures and computer equipment
Design, construction, and maintenance techniques for public works
Land Use Development Permitting (LUDS)
Construction Plan Review – site design
City purchasing process
Construction practices and requirements
Water system facilities
Standard operating procedures for facility inspection
Hydraulics engineering design principles and practices
Water distribution system

Skill in:

Developing and maintaining effective interpersonal relationships
Handling a variety of tasks efficiently
Performing basic mathematical functions
Assigning, monitoring, and prioritizing work tasks
Using drafting and surveying instruments
Performing risk analysis for asset management
Analyzing GIS data
Applying deductive reasoning and troubleshooting skills
Providing good customer service

Ability to:

Meet work schedules and deadlines
Follow oral and written instructions accurately
Effectively organize and manage documents and electronic files
Maintain information confidentiality and professional boundaries
Adapt engineering methods to different projects
Conduct technical research and provide reliable advice on engineering issues
Supervise important engineering projects
Organize engineering data and present recommendations clearly
Review lease agreements
Plan for future project enhancements or upgrades, or restoration
Communicate effectively with contractors
Use field engineering calculations to identify operational issues
Evaluate complex engineering problems
