    Job Summary

    This position is advertised from the minimum to the maximum hourly rate. Salary will be determined based on education and experience at the time of offer.

    NATURE OF WORK


    Under minimal supervision, manages the implementation and provision of state mandated initiatives and projects for the Yuma County Juvenile Justice Center; including review, revision and implementation of policies and procedures for state mandated requirements and best practices; assures program activities comply with court goals and objectives; defines program parameters and assesses effectiveness; assists in grant management and intergovernmental relations.

    (Illustrative Only) Identifies and undertakes special projects; analyzes the department's work flow and efficiencies; recommends and implements changes to improve efficiency and responsiveness to internal/external needs; gathers, compiles and analyzes department statistical reports; represents the department in contacts with various governmental agencies, committees and committee meetings; assists with the implementation of programs; identifies and recommends methods to improve management and operation of the court through enhanced work processes, increased court system responsiveness, efficient use of judicial resources, and quality service delivery; writes proposals for grants and provides input for program funding and budget; researches analytical processes for program enhancement and to determine effectiveness; represents the department in contacts with various governmental agencies, committees and stakeholder meetings; works with other departmental managers/supervisors to coordinate operations between departments; participates in strategic planning committee meetings to develop and implement the strategic plan of the Juvenile Justice Center; researches, develops and implements plans for working with youth and families; reviews legislation; determines potential impact on department operations; participates in the implementation and evaluation of departmental automation projects; completes and maintains a variety of files and records, both written and electronically; performs related duties as required or assigned.

    Experience and Education


    Bachelor's degree in Judicial Administration, Business Administration, Public Administration, Social/Behavioral Science or related field; AND Five (5) years of progressively responsible supervisory, administrative or management work experience involving personnel management, budget and fiscal policy analysis and grant writing; OR any equivalent combination of experience and education from which comparable knowledge, skills and abilities have been achieved.


    ADDITIONAL REQUIREMENTS


    This classification requires the applicant to pass a criminal background checks and a background check with Arizona Department of Child Safety; A valid Arizona State Driver's License may be required.



    PHYSICAL DEMANDS AND WORKING ENVIRONMENT
    Work is performed in a standard office environment and Court facilities.

    Knowledge, Skills and Abilities

    Knowledge of:
    Applicable State of Arizona statutes, rules, administrative orders, policies and procedures, and Federal rules and requirements; Judicial Merit System, Code of Conduct, and Arizona Juvenile Court's Rules of Procedure; Yuma County Superior Court policies and procedures; legal terminology and court processes and procedures; principles, practices, and trends in public administration, leadership, and management principles and practices of legal, ethical and professional rules of conduct; techniques and practices for efficient and cost-effective management of resources; public sector budgets, grant protocols and financial reporting; principles and practices of management, supervision, records, case and case flow management, bookkeeping, record keeping, automation systems and capabilities, automated office operations, support services, and intergovernmental relations; community resources and services.


    Skills in: Using initiative and independent judgment within established procedural guidelines; organizing, evaluating, analyzing and presenting data and information; preparing complete, comprehensive, and accurate reports; leading and coordinating court personnel to accomplish department goals and objectives; operating a personal computer utilizing a variety of software applications.


    Ability to: Analyze complex issues, collecting information, and recommending methods, procedures, and techniques for resolution of issues; prioritize and delegate task to meet organizational goals; create and present ideas to stakeholders; understand and interpret public services issues, regulations, and state and federal laws; manage multiple projects and prioritizing multiple tasks and demands; establish and maintain cooperative working relationships with court employees, users of the Court's services, and the public; communicate verbally and producing written documents and reports for public dissemination; comply with Superior Court Judicial Merit Rules, Administrative Procedures and Department Regulations.

    Medical Coverage Category

    The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ).

    The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.


    Plan Option 1:
    Preferred Provider Option A (PPO) or PPO A 900 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.

    Plan Option 2:
    Preferred Provider Option B (PPO) or PPO B 1,200 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.

    Plan Option 3:
    High Deductible High Plan - Health Savings Account (HDHP-HSA) or HDHP-HSA with Wellness Incentive.

    HDHP-HSA Wellness Incentive for Employee Only option can receives upto $240.00 annual contribution to a Limited Purpose FSA card.

    Southwest Service Administrator (SSA)

    Mexico PPO Health Plan:
    SSA is available to employees who are enrolled in YCEBT Medical PPO Plan.

    The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
