Job Summary
*This position has a flexible work arrangement that may allow for Teleworkor a mixture of working in our office and Telework.
This position, acting under general supervision and procedural control, exists to develop, implement, and monitor technical processes relating to the Licensing Division's administration and oversight of statewide licensing systems for child foster care, child foster residence setting services which are delegated to county agencies to perform the front-line licensing functions.
Responsibilities include but are not limited to:
• Evaluate agency licensing recommendations to issue, renew, and update licenses, complete all relevant updates to the electronic licensing management system (ELMS), and issue license certificates.
• Under the guidance and direction of foster care licensing coordinators and licensing consultants, conduct system/business process analysis and recommend changes to methods, policies, procedures, and protocols to optimize resources and conform to regulatory demands and constraints.
• Under the guidance and direction of a foster care licensing coordinator, evaluate and coordinate county and private agency recommendations for licensing actions based on applicable licensing statutes and rules and division processes.
Qualifications
Minimum Qualifications

Two (2) years advanced administrative support, paraprofessional, or technical experience processing, issuing, and updating licenses based on recommendations from the county or private agency; OR
Associate degree in Human Services, Business Administration or related field and one (1) year advanced administrative support, paraprofessional, or technical experience processing, issuing, and updating licenses based on recommendations from the county or private agency; OR
Bachelor's degree in Human Services, Business Administration or related field.
Experience must demonstrate the following:
• Knowledge of rules and statutes related to the regulatory authority of foster care licensing.
• Research licensing records.
• Perform analysis to identify unmet business needs and recommend solutions.
Preferred Qualifications
• Knowledge of the following requirements sufficient to work independently, make appropriate referrals, and comply with division protocol:
o Minnesota Statutes, Chapter 13 (the Minnesota Government Data Practices Act)
o Minnesota Statutes, Chapter 14 (the Administrative Procedures Act)
o Minnesota Statutes, Chapter 245A (the Human Services Licensing Act)
o Minnesota Statutes, Chapter 245C (the Human Services Background Studies Act)
o Minnesota Statutes, section the fair hearing statute)
o Minnesota Statutes, sections 260E (the Reporting of Maltreatment of Minors Act)
o Minnesota Rules about licensure by the Department of Human Services.
• Computer and word-processing skills and must have extensive experience managing the various databases used in the background study process.
• Experience with the following databases:
o Licensing Information System (LIS),
o Social Service Information System (SSIS),
o Electronic Data Management System (EDMS)
o NETStudy 2.0. (NS2)
o Electronic Licensing Management System (ELMS), and
o Electronic Licensing Information Checklist (ELICI)
• Excellent use of grammar and syntax and must be able to convey complicated legal and procedural information clearly and concisely with a minimum of oversight.
• Possess high standards for accuracy of work and must be able to work independently.
• Work effectively with a wide range of persons, including those who may be distraught, demanding, or angry.
• Variety of experiences working effectively with others from different backgrounds and cultures.
