    JOB DESCRIPTION AND POSITION REQUIREMENTS:

    We are searching for an experienced Compliance Specialist to join our Enterprise Operations Office at the Applied Research Laboratory (ARL) at The Pennsylvania State University. ARL's purpose is to solutions to challenging research and develop innovative scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intelligence Community (IC). This position will support the ARL Office of Compliance by providing advice and guidance to ensure operations are maintained pursuant to University policies and procedures, as well as federal, state, and local regulatory and statutory standards.

    You will:
    • Maintain and manage ARL's compliance obligations as it relates to the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable regulations.
    • Identify and mitigate contract performance and execution risks.
    • Ensure contractual accuracy and compliance with all laws and regulations.
    • Analyze contracts, purchase orders, sub-awards, other agreements, and solicitations.
    • Develop and implement contract negotiation strategies.
    • Provide contractual guidance, advice, and support (including interpretation of contracts)
    • Work with several contract types (FFP, CPFF, T&M, IDIQ, etc.) and fee arrangements, as well as competitive and sole source proposals.
    • Lead and support audits as appropriate to support contract-related activities and verify compliance.
    • Establish and build a risk profile methodology in order to maintain and protect ARL via risk management tools.
    • Coordinate compliance matters with the Office of General Counsel, Risk Management Office, and the Office of Ethics and Compliance
    • Develop and implement education and training programs, assist in conducting and monitoring quality assurance reviews to ensure compliance with federal, state and University regulations.
    • Assist in the development and implementation of a comprehensive compliance program and conduct investigations of possible compliance violations in consultation with the Office of Ethics and Compliance.
    • Work with compliance measures associated with classified information under the National Industrial Security Program Operating Manual (NISPOM) and Controlled Unclassified Information (CUI) including Export Control under Executive Order 13556 and 32 CFR Part 2002 as well as other security laws, regulations and government-wide policies by creating standards and best practices while managing related legal requirements.
    • Work with compliance measures associated with the National Institute of Standards and Technology (NIST) 800 and other similar standards and regulations by creating compliance standards and best practices.
    • Disseminate and interpret applicable laws, regulations, rules, policies and procedures.
    This position can be filled at multiple levels, depending upon your education and experience. Typical requirements include a Bachelor's Degree or higher, and 4+ years of related experience. Additional experience and/or education and competencies are required for higher level positions.

    Required skills/experience areas include:
    • Experience with the FAR and DFARS, development of contracts, licensing agreements, purchase orders and sub-awards.
    • Proven ability to effectively establish working relationships with Government Customers and internal/external stakeholders.
    • Experienced in the Government contracting area
    • Past success exercising oversight authority for administration of, and compliance with, Government programs, contracts and/or agreements.
    • Success in preparing and presenting briefings to executives or other senior management officials on complex/controversial compliance and research-related issues.
    • Ability to utilize high-level, advanced skill in communication regarding significant and complex situations.
    Preferred skills/experience areas include:
    • Ph.D. or JD, or a Master's Degree in Law or Business Administration
    • Litigation experience and/or experience with implementing and maintaining compliance programs
    • Previous success with collaborations in a diverse, multi-disciplinary, team-oriented culture
    • Demonstrated ability to work through difficult problem sets, using proper steps to define and formulate ideas to reach a solution
    • Previous experience with Risk Management.
    • Active government security clearance
