    Job Description:

    Pay range is $ $31.105 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

    JOB DUTIES:

    •Under general to limited supervision, plan, organize, and perform technical, administrative, liaison, and oversight activities to ensure NDOT's compliance with federal regulations in relation to NDOT's Title VI Implementation Plan, Disadvantaged Business Enterprise (DBE) Program Plan, Environmental Justice Process, Americans with Disabilities Act (ADA) Transition Plan, Limited English Proficiency (LEP) Plan, Equal Employment Opportunity (EEO) Contractor Compliance program, Contractor On-The-Job Training (OJT) programs, and contract special provisions.

    •Provide technical assistance to other NDOT Division/District staff and external stakeholders including contractors, consultants, and Local Public Agencies.

    •Review and process applications, forms, and other documents submitted by NDOT staff and external stakeholders to ensure compliance with applicable State and Federal regulations and requirements.

    •Maintain detailed records for program and project updates to administration/management, team members, and stakeholders.

    •Initiate civil rights assessments for transportation, transit, and aeronautics programs. Serve as a primary point of contact for staff, consultants, vendors, and contractors with questions relating to programs or projects.

    •Conduct compliance reviews of NDOT, Local Public Agencies, and work sites to ensure compliance with applicable laws, regulations, requirements, and program plans. Prepare compliance and administrative reports.

    •Develop and conduct Civil Rights training for NDOT staff members and Local Public Agencies.

    •Assist in developing a program to engage secondary students and teachers for careers and training in transportation.

    •Perform other duties as assigned.

    Requirements / Qualifications:

    Minimum Qualifications: Post-high school coursework or training in business or public administration, management, social sciences, or related field, and experience in interpreting and enforcing labor, employment, or civil rights laws and regulations, or in implementing nondiscrimination policies, procedures, and plans.

    Preferred Qualifications:
    • Experience in transportation-related project delivery, program management, construction, and/or contract language.
    • Experience using Microsoft Office products.
    • Experience in the development or oversight of professional performance measures or data analytics.
    • Experience working with federally mandated policies and programs.
    Other:
    • Must have a valid driver's license.
    • Must be available for occasional overnight travel for fieldwork.
    • Regular and reliable attendance is also required.
