The Fire Department is recruiting for one (1) Fire Lieutenant position. This is a full-time FLSA overtime exempt position. The Fire Lieutenant is assigned a 40-hour workweek, typically works Monday through Friday from 6:00 a.m. to 2:30 p.m., or as otherwise directed by the Fire Chief.
This position is in the Fire Department and will work under the supervision of the Fire Chief or Battalion Chief. This position is in the Unrepresented Employees Group and subject to the terms and conditions of employment as specified in the Unrepresented Employees Salary & Benefits Resolution and the City's Personnel Policies & Procedures Manual. Position Information
DEFINITION
- Reedley Fire Department is a combination fire department consisting of a full-time Fire Chief, Battalion Chief, Fire Lieutenant, and volunteer firefighters. Fire Lieutenant is a special supervisory rank within the Fire Department assigned to individuals who possess the knowledge, skills and abilities to perform duties identified in this job description.
- The Fire Lieutenant performs technical work in firefighting, apparatus operations, emergency rescue, emergency medical services and fire training activities. On a temporary basis, plan and coordinate the activities and operations of the fire engine company to protect life, property and the environment. The Fire Lieutenant usually performs work on an assigned basis under the direction of the Fire Chief or Battalion Chief. Incumbents may perform duties similar to those of a Fire Captain; however, such duties are assigned as a substitute for a Fire Captain and for a limited period of time. It is important to realize that the Fire Lieutenant could either be performing these duties under the direction of a Fire Captain or could be the supervisor responsible for carrying out those duties.
SUPERVISION
- Receives direction from the Fire Chief or Battalion Chief.
- May take direction from a Fire Captain for "on scene" duties.
- In the absence of the Fire Captain, exercises direct supervision over firefighting personnel.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
(may include, but are not limited to, the following)
- Perform tactical incident management and direct the activities of firefighters until relieved by a senior officer.
- May investigate fire scenes and origin of fires.
- May administer emergency medical care.
- Service and make minor repairs on fire emergency equipment.
- Keep records and prepare reports as required.
- Assist with the cleaning, maintenance, and upkeep of buildings, grounds, apparatus and equipment; maintain service records on all department vehicles; maintain equipment inventory.
- Assure adherence to establish safety standards in daily operations.
- Educate the public in fire prevention and life safety methods.
- Participate in the development and implementation of goals, objectives, polices and priorities for the Fire Department.
- Identify opportunities for improving service delivery methods and procedures; identify resource needs; discuss with appropriate management staff; implement improvements.
- Assist with company work activities and projects; monitors work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
- Train, motivate and evaluate engine company personnel; provide or coordinate staff training; work with employees and volunteers to correct deficiencies; prepare training records and enter completed forms in record management system as directed.
- Drive and operate assigned fire engines and other equipment in responding to emergency incidents; prepare incident reports.
- Provide staff assistance to the Fire Chief or Battalion Chief; Prepare and present staff reports and other correspondence as appropriate and necessary.
- Coordinate shift activities with those of other divisions and outside agencies and organizations.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fire suppression, fire prevention and rescue operations.
- Attend department trainings as determined by the Chief Officers.
OTHER JOB RELATED DUTIES
- Perform related duties and responsibilities as required, including fire and life safety inspections of local businesses.
- Perform light maintenance of equipment and apparatus.
- Perform other duties as assigned by Chief Officers.
JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
- Operational characteristics, services and activities of a fire suppression program.
- Modern and complex principles and practices of fire suppression, inspection and fire prevention.
- Operation, maintenance, and use of firefighting and rescue equipment.
- Fire prevention policies, rules and regulations.
- Local geography including location of mains, hydrants, and major fire hazards
- Have knowledge of City resources, such as equipment, staff, water supply, communications and automatic and mutual aid agreements.
Ability to:
- Coordinate the work of lower-level staff.
- Interpret and explain Fire Department policies and procedures.
- Select, supervise, train and evaluate staff.
- Prepare clear and concise reports.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public.
- Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities.
- Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
Experience and Education Guidelines:
Any combination equivalent to experience and education that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
- Three to five years of increasingly responsible firefighting experience in fire suppression and prevention, including a minimum of one year at the Driver/Operator level with the Reedley Fire Department or equivalent agency.
Education:
- High School Diploma or GED.
License:
- Possession of or ability to obtain within six months, a valid and appropriate California Firefighter Restricted License, or a valid and appropriate California commercial Class A or Class B driver's license with FF endorsement.
- Must have and maintain a satisfactory driving record and be insurable to operate City vehicles.
Certificate:
- Possession of a valid Emergency Medical Technician 1 Certification. Must obtain a CCEMSA local accredited EMT-1 card within 60 days of employment.
- Possession of a valid AHA CPR/AED healthcare provider card.
- Possession of, or ability to obtain, a valid Hazardous Materials Incident Commander certification and First Responder certification within one year of employment.

- While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, extreme heat and vibration. The noise level in the office environment is usually moderate, and the noise level in the field is usually loud.
