    Job Description Summary
    The search will remain open until the position has been filled.

    BASIC FUNCTION:

    Reporting to the Assistant Vice President Financial Operations and Controller, be responsible for supporting all treasury related matters. Oversee all the University's cash, investment, and debt portfolios, including cash management, cash flow forecasting and investment performance reporting, while ensuring compliance and proper internal controls exist at the University. Provide direction to the University's administration in municipal finance matters with responsibility to coordinate the issuance of URI bonds, ensure compliance and to coordinate disbursements. Be responsible for projecting future debt payments and reporting on debt capacity to senior leadership.

    Duties and Responsibilities
    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Oversee cash management, including forecasting and ensuring liquidity for University operations.

    Perform regular reporting and analysis including but not limited to cash balance and advising on concerns and opportunities.

    Develop and maintain a framework for all treasury related activities that define the roles, responsibilities, policies, and controls required for the University.

    Ensure proper internal controls exist over financial assets.

    Supervise and develop a professional staff member.

    Assist in designing and executing a compliance program focused on PCI data.

    Account, record, and process capital project invoices, including RIHEBC Bonds, COPS and State GO Bond funding, and reconcile with the State Financial ERP System (RIFANS).

    Reconcile and process reimbursement(s) of RICAP funds with the State Financial ERP System (RIFANS) and RIHEBC funds with OPC, and request reimbursement through wire transfer.

    Coordinate bond compliance, including compliance with university bond indentures and continuing disclosure agreements, University policy and procedures, and federal and state laws and regulations, including tax-exempt bond compliance under IRS rules, and Rhode Island legislation.

    Coordinate the development and issuance of all University bonds based on capital funding requirements and University objectives. Work collaboratively with the Offices of Facilities and Financial Strategy and Planning on these requirements and objectives. Work with external parties, including the State Treasurer's Office, bond counsel, underwriters, and financial advisers to issue bonds.

    Monitor bond fund deposits to accounts, cash movement of investments, disbursements, and
    reconciliation of bond funds and help schedule maturities of financings.

    Monitor bond spending and financing requirements; make future debt projections regarding future University financings and prepare cash forecasts.

    Manage all transactions related to University debt.

    OTHER DUTIES AND RESPONSIBILITIES:

    Handle information of a sensitive and confidential nature.

    Assist the AVP of Financial Operations and Controller and the Associate Controller of Financial Reporting as directed.

    Perform other duties as assigned.

    LICENSES, TOOLS, AND EQUIPMENT:

    Personal computers, printers; word processing, database management and spreadsheet software.

    Required Qualifications
    REQUIRED:

    1. Bachelor's or Master's degree in Finance, Accounting, Business, Economics, or related business field.

    2. Minimum of seven years' experience working as an analyst, accountant, or in treasury services or debt management.

    3. Demonstrated supervisory experience.

    4. Demonstrated progressive experience in financial analysis.

    5. Demonstrated strong interpersonal and verbal communication skills.

    6. Demonstrated proficiency in written communication skills.

    7. Demonstrated organizational skills.

    8. Demonstrated ability to work with diverse groups/populations.

    Preferred Qualifications
    PREFERRED:

    1. Master's degree in Finance, Accounting, Business, Economics, or related business field.

    2. CPA or CFA.

    3. Demonstrated experience working within a higher education treasury department.

    4. Demonstrated experience working with bond counsel and tax counsel.

    5. Demonstrated experience with managing a debt portfolio and debt issuance.
