    Job SummaryThe Community Health Program Analyst II supports the planning, development, implementation, and administration of Community Health department initiatives that improve both the managed care performance of the L.A.

    County safety net and the health of vulnerable L.A. Care members.

    Primary duties shall include performing research and data analysis, operational and conceptual problem-solving, building partnerships, and project planning, implementation, and monitoring.

    The Program Analyst supports Business Leads on projects from concept to implementation stages, solves moderately complex problems, and receives regular guidance from an experienced staff member or manager.

    The Program Analyst will also sustain strong interpersonal relationships with both internal L.A. Care staff and external department's business partners in order to facilitate joint decision-making and successful project implementation. As part of the Community Health Department, the Program Analyst will help L.A.

    Care and its provider partner's work together to achieve the triple aim of better health quality outcomes, better patient experience of care, and lower cost of care.


    DutiesCritical Thinking & Problem-Solving:
    Research and synthesize programmatic and innovative concepts to identify potential models that may address operational and programmatic challenges, under the guidance from an experienced staff member or manager

    Accountability:
    Take ownership for performing thorough research, program analysis and synthesis of information gleaned from best practice models. Take ownership for concisely summarizing issues and findings that may inform successful development of programmatic solutions.


    Stakeholder Engagement:
    Convene meetings with existing internal and external stakeholder partners to gather information instrumental in performing program research, under the direction of manager or senior staff member

    Relationship building:
    Maintain positive working relationships with internal L.A. Care management staff, and external business partners in order to facilitate mutual collaboration in program planning efforts.


    Project Planning & Implementation:

    Write project work plans to outline and track assigned projects and to support development of project work plans under the direction of the Manager or Director.

    Maintain work plan updates to capture any changes that arise throughout the project and assist the Manager or Director as necessary.

    Manage internal and external meetings, including the development of agendas and objectives and assist leadership as necessary.

    Representation at internal & external initiatives:

    With guidance from an experienced staff member or manager: Represent the Team in external stakeholder meetings and participate as directed by Manager.

    Represent department at L.A. Care committee standing meetings and management meetings. Provide input regarding progress of projects to external and internal business partners.


    Educational Presentations:

    With guidance from an experienced staff member or manager, develop and deliver educational presentations in small and large group settings on programmatic research and findings.

    4 years of experience in health care or related field with the demonstrated experience on the following list of stated knowledge/experience.

    Experience synthesizing and analyzing qualitative and/or quantitative data.
    Experience researching policy or program issues.
    Experience working with Los Angeles safety net providers.
    Managed health care experience.

    Housing Initiatives:
    The Housing Initiatives team provides housing navigation and tenancy services to thousands of homeless and formerly homeless L.A. Care members using a network of contracted providers.

    Responsibilities associated with the Housing Initiatives team include analysis of housing data on enrollment, payment, or claims data to identify operational problems or issues.

    Make recommendations to resolve problems and/or improve operations and quality of the housing program.


    Community Health Platform:
    The Community Health Platform team supports and develops the infrastructure upon which Community Health initiatives operate. This operational and policy infrastructure includes claims processing, provider network management, community engagement, data and reporting, and compliance activities.
