The Philadelphia Department of Public Health (PDPH) is seeking a dynamic, skilled and experienced candidate to provide coordination for PDPH's Environmental Justice (EJ) work.
The City of Philadelphia strives to ensure that all communities in the City receive fair and equitable access to services and protection from undue environmental hazards.
A major objectiveof this position will be to evaluate the EJ framework and advise city agencies on how to incorporate environmental justice principles to reduce environmental health disparities when implementing regulations, policies and programs.
The position will coordinate policy evaluation and implementation from an EJ lens and work within PDPH, and with community stakeholders,other City departments and external partners to create a more equitable and environmentally healthy Philadelphia.
The person in this position is responsible for analyzing environmental factors to better understand the environmental hazard exposures that contribute to injuries, illnesses, and deaths; and help identify and evaluate public health actions to avoid, prepare for, and effectively manage the risks associated with harmful exposures.
SPECIFIC DUTIES INCLUDE:
Coordinate community outreach with the other City Departments to identify EJ communities in the City
Collect, manage, and analyze data for surveillance and needs assessment purposes
Recommend additional areas of surveillance and investigation of environmental health hazards within Philadelphia
Assist in developing public health actions to mitigate hazards based on feedback from the EJ communities and available environmental health hazard data
Draft reports and analytic briefs to educate EJ communities, public health stakeholders and the public at large about environmental health issues
Design and implement rigorous program evaluation initiatives
Research for new insights and innovative solutions to environmental public health problems
Design and maintain summary reports for staff use or for state reporting purposes; design programs to elicit special statistical or analytical reports upon request; evaluate such requests for appropriateness of purpose, methodology, and desired outcome
Review literature and investigate new techniques in program analysis and evaluation
Other duties as assigned
MINIMUM QUALIFICATIONS:
Knowledge of EJ principles
Knowledge of metrics utilized for identifying EJ communities
Knowledge relevant software including SPSS, STATA, SAS, and MS Excel required
Ability to prepare detailed analytical reports documenting research findings and recommended actions
Ability to establish and maintain effective working relationships and work well with other team members
Excellent oral and written communication skills
Completion of a Master's Degree program at an accredited college or university in Environmental Public Health AND one (1) year of experience within the field of Environmental Justice
RESIDENCE REQUIREMENT:
Must establish his or her bona fide residence in Philadelphia within six (6) months of his or her appointment, and must thereafter maintain bona fide residence in Philadelphia
