    POSITION DESCRIPTION: Manages the District One Strategic Intermodal System (SIS) multimodal transportation program. Responsible for development and coordination of the SIS Long Range Transportation Plan including the 20-year unfunded Needs Assessment Plan, Cost Feasible Plan (CFP), 2nd Five Year Work Plan, and the 1st Five Year Work Program. Required actions include identification of project need and the scoping, prioritization, cost estimation, and programming of new projects for all modes, as well as, coordinating project change requests and tracking project production statuses. Coordinates SIS project priorities and advancements with the District's Advance Production program. Assists the District Growth Management Coordinator with reviews, recommendations, and comments pertaining to the SIS for local government Comprehensive Plans and Amendments, Sector Plans, and Intergovernmental Coordination and Review (ICAR). Serves as the District One representative on the SIS statewide team and attends statewide meetings. Conducts inter-governmental coordination meetings and makes formal presentations to FDOT offices and external customers such as MPO/TPOs, local governments, and other transportation partners as needed. Assesses need for the designation of new/proposed SIS facilities and prepares and negotiates District SIS designation change requests through FDOT Central Office.

    Reviews local government comprehensive plans and plan amendments, preparing a response, and coordinating with the local government, other agencies, FDOT's Statewide CPC, and the Florida Department of Economic Opportunity (DEO) to address potential adverse impacts to important state transportation resources and facilities in the counties of District One. Offers technical assistance during a review; and provides early and continuous outreach and technical assistance to local governments to develop a greater level of awareness of local transportation planning needs and development activities. Through local government outreach and technical assistance, ensures adverse impacts to state transportation resources and facilities are avoided preferably before proposals reach the comprehensive plan amendment stage. Collaborates with applicants and reviewing agencies to develop acceptable traffic impact analysis methodologies in accordance with State rules and Department policies and procedures. Analyzes, evaluates, and documents appropriate mitigation measures and the impact of proposed development on the State Transportation System. Documents and tracks Comprehensive Plan Amendments (CPAs), Sector plans, and Detailed Specific Area Plans (DSAPs) to ensure mitigation measures are tracked and implemented on State facilities as committed in development orders. Ensures that all reviews, technical assistance, and comments are done in accordance with Department policies and procedures and State statutes and rules.

    Manages and leads community-based transportation planning and design studies involving context sensitive solutions. Writes and understands project scopes. Keeps projects on schedule and budget. Coordinates regularly with consultant project manager. Coordinates project technical reviews and findings with appropriate Florida Department of Transportation (FDOT) staff and external partners, local governments, consultants, etc. Leads or coordinates public involvement activities. Ensures project objectives are fulfilled and project quality meets or exceeds Department standards.

    Coordinate and maintain the Project Path Forward Database. Utilize the current Long Range Transportation Plan (LRTP), Cost Feasible Plan (CFP) and District One Regional Planning Model (D1RPM) to make project funding and phasing recommendations.

    Prepares requests for consultants contract services, reviews consultant proposals, serves on consultant selection committees, participates in consultant contract negotiations, directs day-to-day consultant activities, and monitors and reviews consultant assignments. Reviews consultant contract funds to ensure availability to assign task work orders and pay for work completed. Reviews and approves consultant progress reports and invoices.

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Florida Department of Transportation policies and procedures related to planning functions within District One and Central Office; Knowledge of land use planning; Skilled in analytical, quantitative, and problem-solving; Skilled in time management; Skilled in interpersonal relationships and the ability to handle stressful situations professionally; Skilled in effective listening and oral communication; Skilled in written communication; Skilled in interpreting and logically applying regulations, guidelines, and requirements relating to land use, mobillity, transportation, and traffic analysis techniques; Skilled in use of personal computer including Microsoft Word, Excel, PowerPoint, and SharePoint software; Ability to express ideas and facts to individuals or groups effectively; Ability to work well with others to achieve team/organizational goals; Ability to establish and maintain effective working relationships with others; Ability to effectively apply new knowledge and skills in work to adapt quickly to change.

    OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.

    MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and 2 years of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
