Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Uncrewed Systems Operations Center, with one in vacancy in Silver Spring, MD.

This position is also announced under vacancy number OMAO DE, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.

Duties

As a Program Analyst, you will perform the following duties:

Serve as Senior Program Analyst and Uncrewed systems (UxS) Project Coordinator leading project coordination and management for a major extramural program to advance NOAA's UxS capabilities. As subject matter expert, evaluate the impact of each project on NOAA's ability to execute its missions or advance UxS capabilities individually and collectively, with authoritative mastery of all aspects of a major management function. Assess the political and institutional environment and advise Center leadership regularly on the status and progress of the projects.
Create and execute an effective and efficient allocation process that is planned, documented, and cross-coordinated with appropriate partners. Develop and maintain a mechanism to track budget and project plans. Analyze and relate complex variables to manage execution of project funds, including solving any issues that arise during the project period.
Facilitate external reporting of the projects while maintaining clear financial and other project records. Work with mission holders and partners to summarize the impact of projects. Gather photographs and other visuals to aid in storytelling. Provide public updates on how NOAA is advancing its UxS capabilities.

These duties are described at the full performance level of the ZA-4; the ZA-3 is developmental leading to such performance.
