    SUMMARY
    Provides executive level management support for Hanford groundwater program management and facility operations.
    ESSENTIAL DUTIES &


    RESPONSIBILITIES


    Independent evaluation of Hanford cleanup and groundwater programs with a focus on remediation of groundwater activities and compliance/execution with Federal and Washington state regulation.

    Assist in document review and technical analysis of groundwater and source area contamination with regard to the CERCLA, RCRA and AEA process.

    Ensure project safety and regulatory documentation is complete, accurate, and reliable for submission to regulators or other DOE offices.

    Hanford Groundwater Program operations (including Pump and Treatment Facilities, in-situ barriers, groundwater monitoring and sampling, well construction, well rehabilitation, and well maintenance), and Regulatory documentation and technical analyses as it affects groundwater program activities.

    Perform on-site assessments related to groundwater

    programs.
    Provide expert opinion and feedback on program/project

    activities.

    Provide detailed technical oversight, support to prevent programmatic failure (for example, failure to comply with regulations or enforceable documents), and assess effectiveness and performance of groundwater activities.

    Provide support in preparation and review of draft reports, including technical analyses, assessment of regulatory documents, waste acceptance criteria, technical reports, or other documents.

    Interfacing with a diverse range of people from the Richland Operations Office (RL), Office of River Protection (ORP), SNRL field Office, PNNL, other DOE Contractors, U.S.

    Environmental Protection Agency, State Regulators, tribes, and other stakeholders.
    Support the development and implementation of plans to mitigate programmatic risks and exploit opportunities for improving program activities.
    Provide related technical and strategical expertise in compliant groundwater program management operations and groundwater program management practices.
    Provide executive level management support for Hanford groundwater program management and facility operations.

    Assist with proactively identifying potential risks/opportunities through review of the programs and evaluation of program elements related to groundwater program facility operations.

    Maintain regular and punctual

    attendance.
    Perform other duties as

    assigned.

    SUPERVISORY

    RESPONSIBILITIES
    None.

    MINIMUM

    QUALIFICATIONS
    Bachelor's degree or equivalent, in relevant area of study or technical degree in soil, water

    treatment,

    geology, and/or

    hydrogeology.
    Ten

    plus

    (10+) years relevant experience to


    include:
    Program and/or project management in groundwater and soil remediation

    projects,
    RCRA/CERCLA/AEA process and interfacing with regulators and other

    stakeholders,
    RCRA/CERCLA/AEA groundwater monitoring requirements,

    and
    Well construction, rehabilitation, and

    maintenance.
    Assessing remedy performance and evaluation against requirements and optimization.

    Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review, and coordination.

    Demonstrated by nationally recognized publications.

    A knowledge of MS Word, MS Excel, MS Access, MII estimating software, and/or other MS Office tools.

    Non-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start.

    Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
    Compliance with site specific safety and security requirements, including badging and office protocols.
    Sufficient knowledge of contract change management to review contractor proposals for accuracy and

    content.
    Knowledge of groundwater modeling techniques and

    software.
    Demonstrated experience in the use of MODFLOW and

    STOMP.
    Must be able to obtain and maintain Government Security Clearance (U.S. Citizenship is

    required).
    Must obtain and maintain any necessary security access and/or background

    checks.

    QUALIFICATIONS& SKILLS
    Sufficient knowledge of contract change management to review contractor proposals for accuracy and content.
    Knowledge of groundwater modeling techniques and software.
    Experience in the use of MODFLOW and STOMP.
    Thorough knowledge of Hanford Site Groundwater treatment operations.
    Thorough knowledge of Hanford Site Groundwater well drilling, maintenance, and rehabilitation operations.
    Knowledge of Hanford Site Groundwater treatment operations.
    Knowledge of the Hanford Federal Facility Agreement and Consent Order.
    Knowledge in assessment and monitoring of environmental contamination and evaluation of fate and transport of radiological and non-radiological contaminants.
    Knowledge of state regulations as it pertains to RCRA and CERCLA.
    Knowledge in management of design, fabrication, installation, startup, and operation of remedial systems for treatment of soil and groundwater.

    Knowledge of contamination by a wide variety of contaminants, including petroleum, volatile and semi-volatile organic compounds, metals, toxic anions, and radionuclides.

    Knowledge of in situ and ex situ soil remediation techniques, including design, installation, and operation of dewatering systems, in situ and ex situ groundwater remediation.

    Knowledge of design, construction, operation, and maintenance of groundwater extraction and injection wells.
    Knowledge of DOE/RL policies and procedures.

    Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3B, "Program and Project Management for the Acquisition of Capital Asset Projects.

    Knowledge shall allow the support staff to provide accurate input on the overall project to include scope definition, baseline cost, schedule, baseline changes, and earned value analysis.

    Ability to successfully communicate with a diverse range of people from various levels and organizations resulting in an unimpeded passage of information as to not cause delays in progress.

    Knowledge of the Hanford Federal Facility Agreement and Consent Order is

    preferred.
    Thorough knowledge of Hanford Site Groundwater treatment, well drilling, maintenance, and rehabilitation operations is preferred.

    Ability to successfully communicate with a diverse range of people from various levels and organizations resulting in an unimpeded passage of information as to not cause delays in progress.

    Communication and interface skills; ability to elicit information to utilize in development of products and provision of support.

    Preference for knowledge of DOE/RL policies and procedures, as well as familiarity with the Hanford Site mission, activities, and priorities.

    Must be able to lift & carry up to and excess of 30 lbs. Moderate to extensive sitting, standing, bending, twisting, lifting & reaching. Moderate to extended periods of office work with periods of computer usage. Moderate to extended periods of analytical tasks requiring extensive reasoning abilities.
