Description
The City of Norfolk Department of Human Services connects eligible citizens to federal, state and local resources for food, healthcare, childcare, cash assistance, workforce development, and energy and utility assistance. Some of the services we provide are Adult Protective Services, Services for at-risk youth and their families, Adoption and Foster Care, Resources for homeless families and individuals in Norfolk, college internships, Senior and Veterans assistance, and more.
Norfolk Human Services seeks members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment that instills hope and recovery opportunities for the persons we serve.
The Department of Human Services is seeking a Family Services Worker II who is committed to improving the lives of children, families, and communities through comprehensive services that support the well-being of Norfolk citizens. The Family Engagement Unit engages and supports children and families involved in the child welfare system using a solution-focused, structured decision-making model. The Family Services Worker II will facilitate and coordinate Family Partnership Meetings (FPMs) as part of the Family Engagement unit. The Family Services Worker II will also engage families in the decision-making process; conduct home visits to encourage family members to participate in FPM; document all contacts with families and professionals; assist with writing and developing service plans. Monitors and tracks outcomes of families participating in FPMs; conducts in-service training with staff and community partners; provides ongoing support and training for interns and non-paid employees; assists with the planning and coordinating Child and Family Services Reviews and other CQI initiatives.

Essential Functions
Essential functions include but are not limited to:
+ Manages the flow of Family Partnership Meeting referrals that come to the Family Engagement unit on a daily basis and schedules Family Partnership Meetings in a timely manner.
+ Coordinates Family Partnership Meetings by contacting family members, court representatives, community partners, and agency staff members who are involved in making decisions regarding the safety, permanency, and well-being of children.
+ Participates in service coordination meetings and home visits with agency staff, children, and families to identify any potential emotional or physical safety concerns that may impact the quality of the FPM meeting.
+ Facilitates solution focused, structured decision- making group discussions that provide a voice for children and families while addressing agency concerns.
+ Documents the Family Partnership Meeting action plan in the states case management system and distributes the plan to all participants.
+ Provides in-service training to staff and the community regarding Family Engagement best practices.
+ Tracks statistical information regarding Family Partnership Meetings
+ Collaborates with continuous quality improvement staff to improve agencys child welfare practices.
+ Participates in case reviews and other continuous quality improvement initiatives as requested.
Education/Experience
Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC of the Administrative Code of Virginia). Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
Two (2) years experience in social services.
Foster Care, Child Protective Services, or In-Home Services experience preferred.

+ Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicants school of enrollment must be an accredited institution.
