    General Description


    The purpose of this job is to provide responsible administrative and technical work supervising one or more divisions in the Tax Department.

    This position works under general supervision, independently developing work methods and sequences.

    Duties and Responsibilities

    The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.


    • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
    • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
    • Utilizes deeds, plats, DOT plans, and related legal documents for purpose of developing, updating, and maintaining cadastral maps for real property taxation.
    • Supervises the use of deeds, plats, and related legal documents for the purpose of updating and maintaining ownership records for real property taxation.
    • Supervises the preparation of the land records portions of the assessment roll.
    • Supervises the Exemption and Exclusion programs per NC General Statutes.
    • Directs and participates in Call Center customer service.
    • Serves as primary contact on all escalated tax complaint issues and recommends appropriate resolution.
    • Ensures timely collection of deeds, plats, surveys and other information regarding the transfer and status of real property within the County.
    • Interprets and applies laws, regulations and procedures pertaining to division activities.
    • Establishes and monitors internal control process and ensures procedures follow federal, state, and local laws and regulations.
    • Measures the effectiveness of divisional activities and makes recommendations to improve service levels.
    • Provides training tolls to ensure staff provides accurate information for One-Call Resolution.
    • Trains and develops new and existing staff members in compliance with Tax Administration policy and procedures and North Carolina General Statutes.
    • Defines criteria and sets methodologies in accordance with the North Carolina Secretary of State's Land Records Management Division, and best practices.
    • Coordinates GIS functionality and software updates with the City of Durham's GIS Administrator and Durham County IS&T.
    • Coordinates GIS data development and utilization with the Tax GIS Analyst.
    • Supervise and coordinate plat reviews in accordance with the North Carolina General Statutes.
    • Supervise and coordinate the preparation and development of maps in printed and digital formats as requested by internal and external requesters.
    • Supervise and coordinate the production of specialized maps for revaluations, Present Use, and other Tax Administration initiatives.
    • Performs other duties as assigned.

    Knowledge, Skills and Abilities:

    • Knowledge of the NC Machinery Act, NC Revenue Act and County Tax laws pertaining to the essential functions of the position.
    • Knowledge of bookkeeping and accounting, clerical and cashiering procedures and systems, including account balancing and reconciliation and bank deposits preparation.
    • Knowledge of the principles and practices of interpreting legal documents, deeds, and other land records.
    • Knowledge of customer relations and conflict resolution techniques.
    • Ability to establish and maintain effective relationships with the public and other employees.
    • Ability to demonstrate required computer literacy skills.
    • Ability to maintain confidentiality of management information and decisions.
    • Ability to read and comprehend general business, accounting, tax regulations and procedures.
    • Ability to communicate clearly orally and in writing.

    Minimum Education and Experience Requirements:


    Requires a combination of education and experience equivalent to an Associate Degree in Accounting, Business, Geography, Geographic Information Systems, Paralegal, or related field, with five years of experience in either of the following: business management, ad valorem tax, appraisals, assessments, accounting, bookkeeping, paralegal, cadastral mapping, Geographic Information Systems, and one year of supervisory experience.


    Physical Demands:


    Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.


    Special Certifications and Licenses:

    • Must complete training and obtain certification as follows in appropriate tax area from the North Carolina Tax Collectors' Association or North Carolina Department of Revenue within two years of employment:
    • NCTCA Deputy Tax Collector or NCDOR County Appraiser certification required, as appropriate for position.
    • Regardless of position assignment, incumbent must be certified both as a Personal Property Appraiser and as a Real Property Appraiser by the North Carolina Department of Revenue if assigned to the Appraisal or Listing division.
    • The highest level of NCDOR certification is required for Personal Property if assigned to the Listing division, and for Real Property if assigned to the Appraisal division.
    • Must attain Senior Mapper designation through NC Property Mappers Association within two years of employment if assigned to the GIS Division.
    • Must attain State Mapper Certification through the Department of Secretary of State within one year of eligibility if assigned to the GIS Division.
    • Possession of a valid driver's license issued by the State of North Carolina and an acceptable driving record.
