    The Workplace Real Estate and Facilities (WREF) organization manages a global portfolio of 148 sites and operates 8 million square feet of space including pharmaceutical laboratories, clinical pilot plants and commercial office accommodations for a population of over 41,000 GSK, ViiV and other staff.

    The portfolio of property currently requires an approximate annual operating spend of £365m.

    The purpose of the

    Technical Assurance Manager – WREF


    is to ensure the consistent and sustained performance of engineering systems across WREF through the implementation of a technical assurance framework covering relevant legal, regulatory, safety, operational and strategic risks.


    Responsibilities include optimization of processes that support the operational delivery model, and will involve interface with other GSK support functions, outsourced WREF Service Partners and third-party contractors.

    These responsibilities include some of the following:

    Develop and maintain an auditable Technical Assurance framework for WREF-managed work activities that includes ongoing measurement of compliance with statutory regulations, GSK Engineering & EHS Policies and Standards.

    Implement a performance monitoring program to provide real-time information on the effectiveness of risk management controls that enables WREF sites to achieve proactive, predictable, and safe ways of working.

    Ensure monitoring methods for each type of control are specified and checklists developed to ensure complete and repeatable coverage.

    Develop, implement and keep current performance dashboards used by WREF and Service Partner global and regional teams.

    Apply GSK's self-administered engineering audit system aimed at keeping WREF sites safe, legal and compliant and improving the long-term financial effectiveness of plant and facilities.

    Develop and present internal Site audit reports that include an independent rating scorecard with categorized observations and recommendations.
    Perform and report observations and findings from independent technical assurance reviews, inspections and GEMBA's.

    Host and/or support site, regional and global teams during audits performed by independent and external audit teams.

    Observe, trend and report monitoring and audit performance indicators (both leading and lagging data) at a suitable frequency, then identify and consider actions which may be required to address adverse performance data.

    Incorporate techniques for Root Cause Analysis so that resulting corrective actions address not only the symptoms but also to underlying causes of issues identified, in order to prevent recurrence.

    Champion the implementation of GSK engineering policies and standards and process improvement initiatives into Site Operations.

    Help WREF sites attain compliance with relevant Standards through the application of engineering infrastructure gap assessments against GSK and regulatory requirements.

    Ensure capital project compliance with standards.

    Use performance monitoring data to track progress against agreed WREF objectives and targets and to verify the performance of controls put in place to manage or mitigate Risk.

    Identify good engineering practice and support the transfer of good practice to other WREF sites.
    Lead investigations into significant service failures, critical/major audit findings, and adverse EHS / Quality events.

    Conduct Root Case to enable remediation, future prevention and promote continuous improvement.

    Ensure immediate corrective actions are taken to promptly restore normal conditions or eliminate hazards.
    Stay abreast of external/industry trends to advise and translate impacts of emerging changes to WREF. Interpret legal and GSK requirements for local operation and advise management on achieving compliance.
    Maintain GSK ethics and compliance values at all times even when potential conflict or risk exists.

    Ability to operate with a high degree of independence since the data will be directly related to facilities maintenance in a scientific area.

    Basic Qualifications:


    Bachelor's degree in an engineering related discipline (areas of specialization may included mechanical, electrical, chemical, industrial or safety engineering disciplines).

    Ability to understand and apply engineering principles.
    5 + years' experience in technical engineering, facility operations or health and safety support services
    Experience in project management
    Experience with management of facilities service contracts


    Preferred Qualifications:
    Experience in the pharmaceutical industry
    Master's degree or 10+ years of engineering or Facilities Management experience
    Familiar with mechanical, electrical and process engineering infrastructure systems
    Experience with deploying strategies and motivating teams for innovation and change within GSK.

    Identify emerging trends and benchmarks in complex and ambiguous situations.
    Experience with driving transformation initiatives across a global organization, using a combination of lean, change management, and project management skills
    Experience and working knowledge of all Facilities Management functions
    Experience and knowledge of industry standards and country legislation.
    Experience with and ability to undertake operational reviews, Root Cause analysis, etc.
    Excellent track record in influencing, negotiation, interpersonal and communication skills.
    High credibility with senior management.
    High level of personal integrity with ability to handle confidential information.
    Proven ability to manage supplier relations with Service Provider to deliver against defined service, quality, cost and performance targets.
    Ability to work effectively with cross functional teams in multiple countries and time zones
    Lean Six Sigma Certification
    Proficient in MS Excel, MS Powerpoint, MS Word, MS Teams, Power Bi, Power Apps, Data Bricks, Veeva Vault (incl. Veeva Quality Documents and Veeva Quality Management System), EHSOne, Enterprise Asset Management (or similar Computerized Maintenance Management Systems).
    Leadership experience and influencing skills to manage matrixed and remote project teams.


    Must be able to work in a complex environment taking a balanced view across all interested parties and across multiple business lines.

    Ability to analyze large data sets, identify trends and summarize data to leaders and non-technical individuals.
    Excellent oral and written communication and presentation skills
