    LATERAL HIRE PROGRAM

    $10,000 Lateral Incentive

    You will receive a one-time payment of $2,500 at the time of hire.

    Upon completion of a one-year probation period, you will receive:
    One-time payment of $7,500.

    Vacation credit of 60 hours.
    Sick Leave credit of 96 hours.

    QUALIFICATION GUIDELINES

    Experience/Training
    California Applicants:
    • A current Peace Officer in the State of California.
    • Graduation from an Academy approved by the Torrance Police Department.
    Out-of-State Applicants:
    Must have graduated from a Police Academy approved by the Torrance Police Department.

    Education
    High School graduate.

    Certificates/License
    • Must possess a POST Basic Certificate.
    • Valid California Driver's License (prior to appointment date).
    Age
    Must be age 21 by the date of filing.
    HOW TO APPLY & EXAM PROCESS

    Applications will be reviewed on a weekly basis, and only those candidates whose training and experience best meet our requirements will be invited to the examination.

    Examinations will be conducted on a periodic basis depending on the needs of the City and the Department. The examination will consist of a panel interview (weighted 100%) which will explore the candidate's background, training, and experience.

    Candidates must pass a thorough background investigation to be considered for hire. The background investigation will include job and personal references, arrest records, credit history, use of controlled substances, medical evaluations, a psychological evaluation, and a polygraph.

    Note for Lateral Applicants:
    Upon appointment, Officers are placed in our Field Training Program. The typical requirements to complete the Field Training Program are as follows:

    Lateral Officers who successfully completed a Field Training Program at a comparable agency:
    - Minimum of four (4) months (last two months must be acceptable)

    Lateral Officers with no prior patrol experience or who successfully completed a Field Training Program at a non-comparable agency:
    - Minimum of seven (7) months (last two months must be acceptable)

    BENEFIT SUMMARY FOR TORRANCE POLICE OFFICERS ASSOCIATION (TPOA)
    Note: Not all benefits listed may be applicable to all positions with in the unit. Please refer to the MOU for specifics.

    Health, Dental, Vision and Life Insurance (Sec 6.1)
    The City's monthly contribution for health insurance is up to $1, Any remaining amount may be used to offset family dental -or- two-party or family vision.

    City's monthly contribution for dental insurance is $33.71/EE only and $67.42/EE+1 or more
    The City provides a Cash In-Lieu payment of $500 per month for eligible full-time employees for as long as the employee opts-out of medical coverage
    The City provides a $50,000 life insurance policy

    POST Intermediate Certificate: 11% of base pay
    POST Advanced Certificate: 16% of base pay
    Bachelor's or Master's degree: 3% of base pay

    Bilingual Pay (Sec. 4.4)
    $125 per month, upon department approval

    Disability Insurance (Sec. 6.1)
    Long Term Disability Insurance: City contributes $10/month per employee
    Employee Assistance Program: City paid; no cost to employee

    Deferred Compensation (Sec. 6.2)
    457 Plan: Enrollment is voluntary.
    401(a) Plan: Enrollment is required. City contributes $39.23 per pay period.

    Retirement (Sec. 6.3)
    PERS 3 @ 50
    Employees hired prior to 01/01/2012, City pays 9% EPMC*
    Employees hired on or after 01/01/2012, pay the 9% EPMC*
    *Employer Paid Member Contribution (EPMC)
    PERS 2.7 @ 57
    "New members" hired on or after 1/01/2013, pay 50% of normal cost with three year average final compensation.

    Retiree Health Insurance Stipend (Sec.6.3)
    Retirement date after June 25, 1995, with 20 years of service
    At age 50, qualify for $332.62 per month, up to age 65.
    Surviving spouses receive $150.00 per month.
    Upon reaching age 65, all retirees and surviving spouses receive $134 per month.
    Retirement date after February 24, 2009 with 15 years of service
    At age 50 in the 12 months prior to July 1 distribution receive 75% of retiree stipend with 20 years of service (YOS).
    Death of a qualified retiree within the 12 months prior to July 1 distribution, the surviving spouse receives July 1 distribution for that year.

    Uniform Allowance (sec. 6.5)
    $170/year for uniform replacement given in the form of a check

    Vacation (Sec. 7.1)
    (Accrual rate per month):
    Year 1: 5 hours; Year 2: 6 hours; Year 3: 7 hours; Years 4 -5: 8 hours; Years 6 - 9: 10 hours; Years : 13.35 hours; Years 15 -20: 14.67 hours; Year 21+: 16.67 hours

    Sick Leave (Sec. 7.2)
    Accrual rate is 8 hours per month.
    Maximum Accrual: 800 hours

    Annual Leave (Sec 7.3)
    In addition to vacation, each employee shall receive annual leave as follows:
    13th month of service: 6 hours
    25th month of service: 8 hours
