    Early Head Start Home Visitor

    UNION COUNTY COMMUNITY ACTION, INC.

    Work Location- Monroe, Union County, NC

    Program- Early Head Start

    Reports to: Comprehensive Services Manager

    FSLA- Non-Exempt

    SUMMARY

    Provide services for pregnant women, infants, toddlers and their families enrolled in the Early Head Start home-based program. Plan and carry out weekly home visits with families and provide parent education and referrals to needed services. Instructs families and children in activities designed to promote social, physical, and intellectual growth needed for Head Start, plan and implement the educational plan, maintain accurate cumulative records. Responsible for health, nutrition, social services, parent involvement, enrollment, recruitment, and data entry required in meeting the needs of Head Start's children, parents and community within the scope and goals of UCCA child philosophy and Head Start Performance Standards. Provides instruction for parents and cares for children by performing the following duties:

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

    Primary

    1. Build partnerships with families within professional boundaries, establishing goals for family development through family partnership agreements. Refer families for services when needed and follow up as necessary. Take responsibility for learning about all UCCA programs and gather sufficient information to make appropriate referrals.
    2. Relate professionally and tactfully with all parents and staff. Maintain good interpersonal and communication skills, including the ability to work as part of a team.
    3. Plans and implements daily programs and activities for families and children.
    4. Conduct weekly, 90-minute home visits with each assigned family and complete appropriate documentation.
    5. Assesses each child with an appropriate assessment tool and writes individual objectives.
    6. Follows IEP's written by the LEA for all diagnosed handicapped children.
    7. Uses Teaching Strategies Gold software program to record and track individual child's progress, including anecdotal records.
    8. Act as a family coach, enhancing the role of the family in planning, presenting, and evaluating each home visit and socialization.
    9. Plan and carry out group socializations at least two times per month.
    10. Provide family education such as health & safety, nutrition, mental health, disabilities, parenting, and budgeting. Maintain communication with families regarding children's screening and assessment results; provide support for recommended follow-up. Document services provided.
    11. Recruitment of families for all program options. Act as a liaison and advocate between the community and the Child Development program.
    12. Report all cases of suspected child abuse and/or neglect to the Division of Children, Youth, and Families following agency guidelines. Document cases in the family file. Forward appropriate documentation to the Family Services Manager.
    13. Maintain organization of family file. Keep family records up to date in accordance with UCCA, Child Development procedures. Responsible for data entry and tracking of health, nutrition, and assessment data utilizing the Child Plus Information System (CPIS); compile data for the Program Information Report (PIR).
    14. Plans and implements the health content to ensure that every enrolled child is up to date in their schedule of well childcare including physical exam, immunizations, vision, hearing, dental, nutrition screenings, and all necessary follow up in these areas.
    15. Act as liaison with program management and consultants, ensuring communication with and participation of parents in developing plans for identified service needs. Document as appropriate.
    16. Promotes family involvement in all areas. Provide support and transportation to Policy Council functions as needed, assist with recruitment, and gather in-kind documentation.
    17. Participate in producing and distributing a monthly newsletter for families. Assist in maintaining an up-to-date resource guide for family's use.
    18. Be familiar with agency personnel policies, all content areas of the Head Start Program Performance Standards and content plans. Carry out the responsibilities described in the plans.
    19. Maintain a professional and positive image as a representative of the program at all times.
    20. Refers parents to appropriate agencies for needed services.

    Secondary

    1. Attend pre-service and in-service training, as well as other appropriate training sessions.
    2. Attends all scheduled staff meetings.

    PERFORMANCE STANDARDS

    EDUCATION AND EARLY CHILDHOOD DEVELOPMENT

    Ensures that the education environment is developmentally and linguistically appropriate, recognizing that children have individual rates of development as well as individual interests, temperaments, cultural backgrounds, and learning styles.

    Ensures that the education environment supports the development of all children's social and emotional development, cognitive, language skills, and physical skills.

    Provides a program of services for infants and toddlers, which encourages the development of a secure relationship between children and their teacher and supports their social and emotional development and physical development.

    Implements a curriculum that recognizes the need for individualized activities, integrates the educational aspects of all program areas, helps to develop children's facility in social relationships, enhances each child's understanding of self, and provides for the development of cognitive skills.

    Involves parents in the development of the program's curriculum and approach to child development and education and participates in staff-parent conferences and home visits. Encourages parents to observe and participate in their children's learning experiences in the Head Start Program.

    FAMILY PARTNERSHIPS

    Engages in a process of collaborative partnerships with individual families to develop a "Family Partnership Agreement." The process includes establishing mutual trust; identifying family goals, strengths, and necessary services and supports; establishing the roles that staff and families will play in addressing the goals; and building upon, as appropriate, information obtained from the family and other community agencies concerning preexisting family plans and goals.

    Works collaboratively with participating parents to identify and access services and resources that are responsive to each family's interests and goals.

    Ensures that parents are provided opportunities to enhance their own parenting skills, knowledge and understanding of the educational and developmental needs and activities of their children, and to participate in medical, dental, nutrition, and mental health education programs.

    Ensures that parents and children are provided opportunities to participate in family literacy services, either directly or through referrals, to other local agencies.

    Assists pregnant women in the Early Head Start program to access, through referrals, a system of prenatal and postpartum care; prenatal education including fetal development, labor and delivery, and postpartum care; and information on the benefits of breastfeeding.

    Assists parents in becoming their child's advocate with schools and other community agencies by: providing education and training to parents to prepare them to exercise their rights and responsibilities concerning their child's education; and assisting parents to communicate with teachers and other school personnel, and provide transition workshops.

    Community partnerships

    Takes an active role in community planning and establishes ongoing collaborative relationships with community organizations to promote the access of children and families to community services that are responsive to their needs.

    Establishes and maintains procedures to support successful transitions for enrolled children and families from previous childcare programs into Early Head Start or Head Start and from Head Start into elementary school or other settings.

    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE

    Bachelor's degree (B.S./B.A.) from four-year college or university in Early Childhood Education, Sociology, Social Work, Psychology or a related field; and one to three year's related experience and/or training; or equivalent combination of education and experience.

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

    REASONING ABILITY

    Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    OTHER SKILLS AND ABILITIES

    Incumbent must have a working knowledge of Head Start policies, procedures and performance standards. The employee must be able to operate a desktop computer, related software, calculator, printer, copier, fax, and phone.

    OTHER QUALIFICATIONS

    Employee must pass an annual physical, TB screening, and submit to random drug screenings.

    CERTIFICATES, LICENSES, REGISTRATIONS

    Incumbent must possess/maintain or obtain/maintain within 90 days of employment, a current CDL, and possess a valid driver's license.
