    General Summary: CoordinatesCollege fiscal control and accounting operations which include Accounting, FinancialAnalysis and Reporting, Payroll, Accounts Receivable and Payable, TreasuryManagement, Fixed Assets Recordkeeping, Budgets, Audit Coordination andContracts, and Restricted Grants Accounting.

    Requirements:Requiresa master's degree in business administration, accounting, finance, or a relatedfield and/or CPA; a minimum of eight years financial management and supervisoryexperience required. Experience in higher education financial managementpreferred. Awareness of internal controls and ability to detect fraud. Mustpossess solid communication, technology, leadership, analytical and managementskills both oral and written.Should retaingood interpersonal skills and maintain a professional demeanor. Ability totravel as requested by the Vice President of Finance required.

    Duties:
    1. Directs College accounting practices and policies in accordance withgenerally accepted accounting principles (GAAP), and governmental accountingstandards board (GASB), pronouncements, standards, and guidance, and the applicablelaws and regulations. Proposes updates to College policies and procedures asconditions warrant.
    2. Secures annual certification of financial results of operation byindependent auditors; serves as principal contact and provides assistance toauditing firms.
    3. Assists in the preparation and reviews the monthly and yearly financialstatements for accuracy, reasonableness, and coordination with the annualoperating and capital budgets of the College.
    4. Maintains knowledge of the College's operating and capital budgetingprocesses and software systems to ensure full redundancy of the Senior BudgetAnalyst (Operating Budget) and Budget Coordinator/Analyst (Capital Budget)positions.
    5. Serves as contact and liaison with banking institutions to ensure theCollege receives appropriate banking services at minimum cost while maximizingreturn of earnings on investment as permitted under the College's investmentpolicy.
    6. Responsible for prudent treasury and cash flow management for theCollege.
    7. Maintains, educates, and increases knowledge of the college's staff concerningcollege accounting, financial reporting, policies and procedures.
    8. Acts as liaison to the Pennsylvania Department of Education to assuremaximization of state operating and capital funding.
    9. Conducts efficient and timely ongoing reviews of College financialbusiness operations for verification of adherence to governmental regulations,procedures and reporting requirements as well as College policies, rules, andregulations.
    10. Performs ongoing financial analyses of all accounting records and directsthe implementation of new or improved automated accounting systems.
    11. Administer and oversee financial accounting systems, practices, andprocedures for two component units of the college, including coordinating thetax filing for one of the component units.
    12. Provide supervisory leadership to the Bursar and Director of Accounting,and staff.
    13. Build strong partnerships with the internal college community.
    14. Supervise and direct the bond accounting practices.
    15. Hiring, training and retaining accounting staff.
    16. Performs other duties as assigned.
    Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
