DESCRIPTION
Decypher is seeking qualified Certified Medical Assistants to support the mission at Ft. Belvoir
RESPONSIBILITIES
1. Shall be able to read, write, speak, and understand English well enough to
effectively communicate with all patients and other health care providers.
2. Shall be knowledgeable of equipment and supply terminology and skill sufficient
to identify and use necessary equipment and supplies properly and to
communicate proper use with nurses, medical staff, patients, and family
members.
3. Possess basic understanding of Microsoft Word, Office, Excel, and the Internet.
Walter Reed National Military Medical Center, Bethesda, MD (WRNMMC) uses
an electronic medical record.
4. Shall be knowledgeable and possess skills necessary to provide care appropriate
to any age-related needs of the patients. The Contract CMA shall demonstrate

knowledge of the principles of growth and development appropriate to the
appropriate patient population served: Infants, Children, Adolescent, Adults,
and Geriatric (>65).
5. Shall have and maintain current certification in Basic Cardiac Life Support
(BCLS), Certified through the American Heart Association. Certifications must
be maintained and renewed at no additional cost to the Government.
6. The contractor shall report to work rested and fully physically and mentally
capable of performing the duties required under this contract
7. Contract personnel found to be unacceptable in administering skills required by
the Contract shall be immediately released from duty by the Contracting
Officer's Representative (COR). The COR will immediately notify the
Contracting Officer.
8. Assess, coordinate, facilitate, deliver, and evaluate care for infant to geriatric
patients using the nursing process.
9. Be a U.S citizen.
10. Perform many basic medical tasks, such as obtaining vital signs, collecting
specimen from patients, operating medical equipment, and aiding patients with
their activities of daily living (ADLs).
11. Facilitates communication with various departments, patients, family members,
visitors, medical staff, and other employees.
12. Perform psychiatric and medical one-to-one (1:1) watches or line-of-sight (LOS)
care with patients and alert medical staff to any problems. The 1:1 watches and
LOS care are performed throughout all inpatient care units and the Emergency
Department.
13. Assist in transporting patients around the facility, to include physically lifting
patients for transport.
14. Maintain and ensure proper sanitation and cleaning of medical equipment and
work area.
15. Maintain and restock supplies necessary to safely and efficiently operate units.
16. Demonstrate a clear understanding of adhering to hospital policies and
procedures, particularly those dealing with patient health information (PHI) and
patient confidentiality.
17. Enter patient information into electronic medical records.
18. Possess the knowledge of interpersonal relationships and the ability to maintain
composure and react appropriately while relating to patients, families and other
staff members; to manage distraught, irritable, unreasonable or angry individuals;
and to maintain positive rapport with all individuals involved in patient care.
19. Communicate pertinent patient data to the charge nurse and/or physician as
appropriate.
20. Provide patient care in a timely manner, recognizing and responding to physical,
psychological, spiritual, and emotional needs of patients.
21. Makes beds. Positions, holds, turns ambulates and transfers patients as indicated.
22. Transports specimens throughout facility.
23. May be required to work in various inpatient care areas within technician's scope
of practice including but not limited to: Nursing Administration, Inpatient

Psychiatric Units, Medical/Surgical/Pediatric/ICU, Mother/Infant Care Center,
and Emergency Department.
SPECIFIC DUTIES/TASKS THE CONTRACT EMPLOYEE SHALL PERFORM
BUT NOT BE LIMITED TO: The contracted CMA will provide the following services
and in strict compliance with standing orders and protocols set forth by the MTF, and
IAW JC guidelines to include, but will not necessarily be limited to the following:
1. Assesses individual and community needs for health education.
2. Plan health education strategies, interventions, and programs.
3. Develop and implement education strategies, interventions, and programs.
4. Conduct evaluations related to health education.
5. Administer health education strategies, interventions, and programs.
6. Serve as a health education resource person.
7. Maintain accurate clinical records and receiving request for consultations and
laboratory work of specific patients. The CMA shall complete medical charting
within 72 hours of patient visit IAW with JC guidelines.
8. Ensure compliance with standard of care and practice IAW all established
policies, procedures, and guidelines used in the medical treatment MTF and
IAW JC guidelines. (9) Provides care within ethical and legal boundaries.
9. Complete orientation and competency verification programs IAW unit
guidelines.
10. When assigned, will serve, and participate in committees, functions, and other
meetings. Provide relevant and timely information and assists with decisionmaking and process improvement.
11. Will report to the Director of Nursing Services.
12. As required, participate in customer service initiatives and medical readiness
activities, designed to enhance health services.
OTHER TASK AND RESPONSIBLITIES THE CONTRACT EMPLOYEE SHALL
PERFORM BUT NOT LIMITED TO:
1. Shall perform essentially the same duties as those required of any military or
government civil service Health Technician/medical assistant of similar
experience and in similar duty assignments.
2. Under the supervision of the Registered Nurse or Licensed Practical Nurse, the
CMA must utilize appropriate interview skills to collect data, identify patient
problems and provide input to the patient's plan of care.
3. Obtain vital signs, procure height and weight, perform ear irrigations, and suture
removals, Collect and prepare specimens for laboratory testing, perform
EKG/ECG, perform quality checks, and assist with calling patients to remind
them of appointments or results, via telephone or via email (Secure Messaging)
as directed by RN or provider.
4. Provide a wide range of diagnostic support duties that include vital signs,
Perform Point of care lab testing and records lab results.
5. Take immediate action to modify care based on observed patient reaction to the
treatments provided.
6. Notify charge nurse/ team leader or provider of changes in patient condition.

7. Assist HCP with treatment and diagnostic procedures, preparing equipment and
area.
8. Position patient for procedure, observe patient for physical or emotional
reactions, provide reassurance during procedure. Assist with BCLS. Maintain
readiness of crash cart or AED
9. Maintain record of treatment and patient log sheets. May initiate arrangements
for follow-up care or assist with patient check-in
10. Support unit activities by participating in unit in-service instruction, quality
assurance monitoring and performance improvement
11. Assist with orientation and training of new staff members
12. Instructs patient and family on self-care IAW provider instructions and clinic
SOP
13. Complete additional tasks as assigned by clinic chief nurse or his/her designated
representative
14. Skill in written, verbal, and basic nonverbal communication (to include medical
terminology) sufficient to obtain, disseminate and/or document information
pertinent to the level of practice
15. Skill in interpersonal relationships sufficient to reassure and gain confidence of
patients.
16. Skill in the performance of procedures such as aseptic technique, care of
medical supplies, and a variety of simple to somewhat complex procedures such
as catheterizations and irrigations
17. Skill enough to operate and/or maintain basic equipment and/or equipment
special to unit
18. Knowledge to implement the plan of care established by the professional nurse
19. Knowledge to initiate and/or participate in emergency measures as appropriate
20. Knowledge of appropriate administrative policies and procedures
21. Knowledge sufficient to assess and plan patient care activity, make, and
prioritize assignments, communicate, follow up, and evaluate effectiveness of
the patient care provided
22. Ability to understand written instructions, standard operating procedure
manuals, and hospital regulations.
23. Understand where to reference guidelines as needed. Other guidelines are
change of shift reports (Huddles), multidisciplinary planning, and the patients'
medical/social history.
24. Some nursing procedures are simple or repetitive; however, some individual
patients present complex problems and may require rapid or emergency action.
25. The scope of the nursing services provided by the employee involve an
understanding of the patient care plan and medical/social history, the nature of
the illnesses or diseases, and the standards established by the nursing care
program.
26. The work affects the attitude of the patients and the accuracy and acceptability
of further nursing services
27. Must be able to communicate effectively with patients, families, and co-workers
in person and via telephone. The employee must maintain courteous and
respectful behavior

28. Work requires considerable and strenuous physical exertion such as standing for
long periods of time, recurring bending, and stooping, stretching or similar
activities
29. Employee may be required to lift objects greater than 50 pounds, position and
move adult and neonatal patients. The work requires common physical
characteristics such as average alertness, attention to detail, agility, and
dexterity. There is regular use of a computer for monitoring, charting, and
receiving hospital wide messages
30. Work is performed in an environment that involves exposure to infections and
discomforts requiring normal and infection control safety measures. Special
gloves, gowns, or masks are required to as safety precautions
31. Work environment exposes employees to patients under stress, and occasionally
hostile patients, and/or family members/caregiver's
32. Perform documentation and patient care IAW JC guidelines
33. The Contractor Certified Medical Assistant shall assume additional
administrative or clinical duties as requested or needed to ensure sustainment of
normal clinic operations and ensure compliance with JC standards, to include,
but not limited to, managing daily schedules, reviewing and dispositioning
consults, monitoring appointment utilization and patient access to care,
conducting mandatory clinical training, monitoring clinic supplies and
equipment, ensuring enforcement of clinic SOPs and standards, conducting
monthly peer review and conducting staff meetings.
Quality Improvement shall include the following responsibilities:
(1) Uphold established patient care and practice standards.
(2) Review and submit reports as required.
(3) May be assigned to other clinics in the ATAMMC/Directorate of
Medicine footprint on a temporary basis as needed or for additional on the
job training.
(4) Participate in all mandatory training.
QUALIFICATIONS

HCW Qualifications (Contract PWS 5.2; 5.2.3; 5.2.4; :
Degree/Education : Graduate from an accredited Medical Assistant
program, or completion of military training as a medic, corpsman, or medical
technician.
Certifications in addition to Basic Life Support : Have and maintain
current Medical Assistant Certification. Current Cardiopulmonary resuscitation
(CPR), American Heart Association endorsed.
Experience: At least one year of related clinic experience within preceding three
years.
Board Certification : Certified Medical Assistants shall be certified
by the American Association of Medical Assistants (AAMA) or American
Registry Medical Assistants. Must provide proof of completion or certification
from an accredited, formal training program in Basic Life Support (BLS)
Certification Documentation must be submitted to the COR as part of the preemployment packet.
Licensure/Registration: Valid unrestricted medical license in at least one state,
territory, or commonwealth of the United States.
