    About the role:

    This individual supports the Office of Security Services, Personnel Security Operations Branch providing on-site contractor leadership and first-line supervisor for contractor staff. The individual must execute sound management, standards, and principles as well as business practices and controls to ensure all assigned tasks meet the established goals, objectives, and milestones. The individual is the primary interface and point of contact (POC) for communicating with the client any issues, concerns, or problems that arise contractually and/or on projects. The POC must have the authority to commit on behalf of the Contractor; make decisions for the Contractor; be the single Contractor representative responsible for resolving all issues, concerns, or problems; readily respond to client questions, concerns, and comments; and proactively alert the client to potential contractual issues.

    Responsibilities:

    • Holds staff accountable for achieving established timeliness and quality goals.
    • Conducts daily review of the quality of suitability case processing and adjudicative recommendations.
    • Primary for oversight for productivity, compliance, and timeliness.
    • Track quality reviews conducted and create metrics that identify common errors.
    • Produces weekly quality metrics for Branch Chief and includes a remediation strategy to eliminate errors and improve quality over time.
    • Demonstrates experience and familiarity making a suitability/fitness recommendation based on the criteria and methodology prescribed in the OPM Suitability Processing Handbook.
    • Manages the day-to-day workflow of background investigations and ensures the achievement of program timeliness and quality goals.
    • Assists in developing and implementing policies and procedures.
    • Participates in meetings to discuss or address potential projects and/or assignments affecting a change in current workflow, processes, or requirements and provides recommendations and solutions for improvement of operations.
    • Assists in adjudicating complex and multi-issue cases.
    • Reviews final escalation for complex cases.
    • Provide training on the personnel security process for all new contractor personnel.
    • Produces monthly metrics which focus on all aspects of contractor performance, emphasis on both team and individual productivity and accountability, documenting contract performance in productivity, timeliness, and quality.
    • Assists in audit preparation and program evaluation.
    • PM will be accountable for obtaining bi-weekly case metrics from contractor personnel to ensure proper oversight for case processing and quality monitoring. The metrics may include all workloads being performed by contractor personnel. Individual metrics will be provided to client within the monthly data report.
    • Ensure a smooth transition and onboarding process of employees without interrupting operations.
    • Be responsible for on-site supervision of the contractor staff.
    • Replace or backfill all vacant positions within 14 days of notice of a departure, termination, or separation.
    • Ensure staff is trained in the operation of all systems required for the accomplishment of duties and staff engaged in adjudicative recommendations is trained in the methodologies prescribed in the OPM Suitability Processing Handbook.
    • Monitors personnel security mailbox, work log, and workflow as necessary.
    • Must have applied knowledge of Trusted Workforce.

    Qualifications/Requirements:

    • A minimum of 8 years' experience in personnel security and suitability adjudication on behalf of the Federal Government, including case processing and workflow management, rendering suitability and fitness recommendations, and engaging in program management. A minimum of three years of experience must be as a program manager supervising individuals responsible for rendering interim and final suitability, national security, and fitness recommendations. Experience should include activities that reflect the performance of the task assignments cited for the Program Manager above.
    • Have successfully completed formal training in conducting suitability adjudications in support of suitability and fitness decisions in compliance with National Training Standards established by OPM. Preference will be given to individuals who have completed Essentials of Suitability Adjudications conducted by OPM.
    • Developed and implemented training programs/briefings for subordinates as well as senior leadership.
    • Experience drafting policies and standard operating procedures for personnel security operations including security and suitability for program adaptation and adoption.
    • Experience in drafting annual assessment reports that detail operational efficiencies, identify inefficiencies with mitigation plans, and assist with program improvement strategies with long and short-term milestones.
    • Conducts Quality Control Checks monthly to ensure contract compliance.
    • Ensures the quality and timeliness of deliverables and assigned work.
    • Gives advice, counsel, or instruction to employees on both work and administrative matters.
    • Must possess and demonstrate an applied knowledge of utilizing the General Services Administration USAccess system to sponsor individuals for HSPD-12 PIV credentials to grant logical and physical access to facilities and allow enrollment of fingerprints for criminal history records checks.
    • Proficiency in basic software applications such as Microsoft Word, Excel, and PowerPoint.
    • Experience in analyzing organizational program operations, identifying areas for improvement, and recommending sound solutions.
    • Works with the Management to monitor standards of performance, implement quality control measures, and capture knowledge through ongoing process evaluation.
    • Must possess a favorably adjudicated background investigation completed within the last five years at the BI, Tier 4 level or SSBI, Tier 5 level; and be able to maintain the favorable result throughout employment on the contract.
    • Possess working knowledge of personnel security and suitability reform to include the Federal Investigative Standards of 2010 implementation, principles of reciprocity and insider threat programs.
    • Must have applied/demonstrated knowledge of General Services Administration (GSA) Personal Information Verification (PIV) card processing system, USAccess
