    • WOB - Regulatory Quality Control Manager, Onshore Compliance

      Position Summary

      We are a growing consulting firm that needs a dynamic technical expert who will play an integral part in Witt O'Brien's growth and strategy moving forward. The Regulatory Quality Control Manager will have multiple responsibilities, including project management, QA/QC of department deliverables, team development, and sales growth objectives and initiatives.

      The ideal candidate will be a self-motivated, responsible, and confident subject matter expert committed to integrity and the ability to prioritize multiple projects, meet deadlines, assist in managing junior staff, and work collaboratively with key stakeholders.       Position Details
      • Reports to: Associate Managing Director (AMD)
      • Location: Remote
      • Position Type: Regular Full-Time
      • FLSA Status: Exempt
      • Pay: Salary
      • Compensation: Commensurate with experience
      • Travel: 30% - 40% domestically and once quarterly for a whole week outside of home residency
      Essential Job Functions
      • Develop and maintain internal QAQC checklists.
      • Develop and maintain learning modules to aid in plan development for new hires.
      • Develop and maintain training materials for both internal and external stakeholders.
      • Develop tools to track KPIs and maintain matrixes.
      • Assist with improving and developing new templates and standards for final work products.
      • Key Role: QA/QC project staff's deliverables before final submission.
      • Works with the Regulatory Project Staff Supervisor to help mentor, train, and supervise junior project staff as needed.
      • Maintain and establish in-house technical protocols/workbooks.
      • Monitor changes in regulations and keep in-house teams up to date.
      • Support AMD with business development.
      • Update and maintain various regulatory compliance plans such as Spill Prevention, Control, and Countermeasure Plans, Facility Response Plans (Environmental Protection Agency/U.S. Coast Guard), Oil Spill Response Plans (Bureau of Safety and Environmental Enforcement/Pipeline and Hazardous Materials Safety Administration), Storm Water Pollution Prevention Plans, along with many other plans/regulatory documents.
      • Create, develop, and maintain relationships with clients.
      • Demonstrate trustworthiness, reliability, and quality of work to clients to generate further business - able to cross-market.
      • Interpret state and federal agency regulations and apply regulatory knowledge to assist clients and in-house teams.
      • Perform field work as needed.
      • Visually inspect client sites to ensure compliance and assist in achieving compliance, if necessary.
      • Act as a liaison between clients and regulatory agencies.
      • Able to lead complex project negotiations and business development efforts.
      • Other duties as assigned.
      Minimum Job Requirements
      • Bachelor's degree in environmental sciences, engineering, or related fields, or 15 years of equivalent experience.
      • Must have ten (10) or more years of experience with the following regulatory documents: SPCC Plans, FRPs (USCG/EPA), OSRPs (PHMSA)
      • 10+ years of experience with oil and gas operations.
      • Advanced level: Demonstrated knowledge of environmental regulations related to the energy or manufacturing industries and recent experience in preparing or auditing plans and/or permits pertinent to such requirements.
      • These regulations include but are not limited to the Clean Water Act, Clean Air Act, Oil Pollution Act of 1990, and Resources Conservation and Recovery Act (RCRA)
      • Advanced level: Demonstrated knowledge of common industry practices, e.g., API 653/570, standard operating procedures, such as for handling dry cargo, liquid cargo, and hazardous material, as well as security and prevention measures
      • Advanced level: Demonstrated knowledge of practices used to address clients' unexpected emergencies, such as the National Incident Management System (NIMS), Incident Command System (ICS), crisis management, business continuity, and emergency response
      • Must have recent plan writing experience; complete documents start-to-finish (lead, not contributor).
      • Ability to interact and/or market with both new/existing clients.
      • Ability to multi-task, manage priorities, meet deadlines, and travel on short notice.
      • Strong interpersonal skills and communication skills (oral and written).
      • Detail-oriented, has good presentation skills, and can present in public.
      • Mentorship and proven leadership skills.
      • Capable of training in large group settings.
      • When needed, able to support company responders with drills/exercises and/or actual incidents.
      The following skill sets are not required but will add weight to potential candidates:
      • NDPES Permitting experience
      • EPA RMP experience
      • OSHA PSM experience
      • Tactical Plan development experience
      • API 653 and STI SP001 knowledge
      • USCG security experience: FSPs
      • Fire response plan development experience
      • FERC experience
      • Proficient emergency response experience
