    This position requires in-person and on-site work at county buildings for internal and external meetings, community events, outreach and engagement activities, and other instances where the need of the work is best met in-person and on-site.

    The position is a hybrid telework position and will include some routine work time at the assigned place of work.

    We are seeking a Project Manager to join the Racial and Ethnic Approaches to Community Health (REACH) Program team within the Chronic Disease Prevention and Health Promotion Unit.


    The REACH Program and ACHIEVE Coalition is grounded in Community-Based participatory approaches (CBPA) that mesh public health and multi-sectoral partners to work towards health equity for the local Black/African American communities.

    The program through a shared risk and protective factor framework, uses nutrition, physical activity, breastfeeding and vaccination strategies that are intended to reach across the life-course to infants, youth, adults and elders by integrating into their social/physical environments to Community Based Participatory Approaches based in communication, policy, system and environmental (PSE) change improvements based in public health practice and evaluation.


    The purpose of this position is to oversee the project development, planning, coordination, administration, and implementation of highly visible projects pertaining to REACH grant and funding requirements, community agreements and other deliverables for the program.

    This position will support related and special projects within the Public Health Division Unit.

    As the Project Manager, you will:

    Responsibilities:

    Contract Development, Execution, Performance Monitoring, and Evaluation:

    • Lead multi-stakeholder, cross-division project teams to ensure effective collaboration.
    • Develop and monitor adherence to project plans, holding team members accountable for deliverables and within budget.
    • Communicate project progress to stakeholders and monitor schedule and budget to management team.
    • Identify problems and barriers, presenting possible mitigation strategies.
    • Facilitate project-related meetings and ensure accurate documentation of activities.
    • Document processes, procedures, and business requirements.
    • Support staff lead in providing technical assistance and ensuring compliance and delivery.
    • Monitor project impact using an equity lens and represent the division in relevant meetings and committees.
    • Make formal presentations to stakeholder groups and submit project reports as required.

    Project Initiation and Planning:

    • Organize and facilitate meetings with stakeholder groups to identify needs and build consensus.
    • Define project scope, milestones, timelines, roles, staffing, training, and resources needed.
    • Prepare project tools, including budgets, implementation plans, and policies/procedures.
    • Develop project plans with milestones, success metrics, and accountable individuals for deliverables.
    • Develop robust sustainability plans in partnership with Public Health operations and project teams.
    • Lead project planning meetings for Prevention and Health Promotion and REACH programming including but not limited to community health and resource fairs, No Menthol Sunday, Reclaiming Black Joy, sponsorships and collaborative health promotion events.

    Project Leadership and Communication:

    • Communicate regularly with Prevention and Health Promotion leadership, project sponsors, and key stakeholders.
    • Adhere to communication standards as directed by leadership and confer with management staff to resolve issues critical to project success.
    • Facilitate project meetings with internal and external partners to discuss project documents and progress.
    • Prepare presentations and submit project reports as requested.
    • Connect with leadership for direction in sensitive situations and submit suggestions for process improvements.
    • Make presentations to internal and external groups to support collaboration and quality outcomes.

    Minimum Qualifications/Transferable Skills*:

    • Education: equivalent to a Bachelor's degree from an accredited college of university in public health, healthcare administration, project management, public policy, political science, public administration or a related field.
    • Experience: and three (3) to six (6) years of professional and responsible experience performing project management, public policy, analytical or related work, preferably in a healthcare or chronic disease-related setting.
    • Other: Advanced knowledge of and experience working with the African American/Black Immigrant/Refugee communities. This would be demonstrated by knowledge of the traditions, values, and customs of the community being served as well as the ability to identify specific examples of experience (professional and lived) working directly with individuals and families who identify with the African American/African Immigrant/Refugee communities.

    • Ability to lead cross-functional teams, motivate team members and drive project success through effective communication, problem solving abilities and ability to adapt to changing project requirements, priorities and unforeseen challenges, while maintaining focus on project objectives
    • Strong organizational skills to manage multiple projects simultaneously, prioritize tasks and meet deadlines in a fast-paced environment.
    • Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position.     Monday- Friday, 8:30 am - 5:00 pm, Evening and Weekends as needed.

    Hybrid Telework:

    This position is designated as "hybrid telework," meaning you will be working both remotely (from home) and in person at an onsite location.

    The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Walnut Park Complex, 5329 NE MLK Jr BLVD, Portland OR 97211.

    Serving the Public, Even During Disasters:
    Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical.

    All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.

    During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
