    As a full performance GS-14, Information Technology Specialist, you will:As the HQ Information Technology (IT) Operations Manager, you will serve as a recognized expert who advises the executive-level and top management officials in the areas of on-line data systems, desktop applications, work-related Internet applications, and structured programming and analysis needed to meet user requirements.

    Maintaining an awareness of the interpersonal climates of the organization, Department of Energy, Headquarters (DOE HQ), and other agencies involved with the mission of cybersecurity and security risk mitigation.

    Serve as a leader for the Maintenance review board and is member on the Configuration Management board as well as various standing information management boards, committees and working groups, as well as ad-hoc groups convened by DOE offices.

    Provide technical expertise to carry out a variety of tasks involved in systems analysis, systems administration, networks, policy and planning, and internet.

    Manage an Information Technology (IT) team (Tier 1 through Tier 3) focused on all HQ communications systems and help desk support areas.

    You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level.

    The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

    In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.

    The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.

    This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter.

    Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

    This position does not support 100% remote work.

    You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

    Limited telework may be available based upon mission requirements of the position.

    Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

    This position is not included in a Bargaining Unit.


    QualificationsBASIC REQUIREMENT:

    Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4.

    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    SPECIALIZED EXPERIENCE REQUIREMENTS:

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service.

    Specialized experience for this position is defined as meeting ALL of the following:
    Providing support and services related to software, hardware, databases, web resources, networks or enterprise systems.
    Contributing to projects by ensuring timelines and the resources needed are available for mission accomplishment.
    Providing technical support and troubleshoot computer problems to customer within the organization.
    "Experience" refers to paid and unpaid experience.

    Examples of qualifying unpaid experience may include:

    volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

    Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.
