    Summary

    As a key member of the Senior Management Team, the Director of Finance has a strategic role in the overall financial management of the company. The Director of Finance has primary day-to-day responsibility for planning, implementing, managing, and controlling all financial-related activities of the company. This includes direct responsibility for accounting, finance, forecasting, strategic planning, job costing, and institutional financing and is a hands-on position.

    Essential Duties & Responsibilities

    • Directs and oversees all aspects of the Finance and Accounting functions of the organization to include accounts payable, accounts receivable, payroll, general ledger, etc.
    • Directly assists the Senior Management Team with all strategy and tactics as they relate to budgetary matters, cost benefit analysis, forecasting needs, and cash flow management.
    • Prepares financial forecasts and develop forward pricing packages for government review and approval.
    • Reviews annual incurred cost audit proposal before submittal to the government and may serve as primary focal point for all subsequent audits.
    • Leads, supervises, mentors, and evaluates the work of Accounting personnel, ensuring cross training of employees as appropriate. Ensures the Accounting department is properly staffed. Hires, promotes, and dismisses staff as appropriate.
    • Interprets and follows Generally Accepted Accounting Practices (GAAP), Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) applicable to Company business. Interpret government accounting policies and ensure compliance in cost distribution. Review and verify the accuracy of charges billed to customers and controls disbursements.
    • Prepares annual company Operating and Capital budgets for CEO's approval.
    • Takes hands-on lead position of developing, implementing, and maintaining a comprehensive job cost system.
    • Reviews monthly financial statement and other related accounting reports as required.
    • Provides timely and accurate accounting/financial reporting, analysis of budgets, financial trends, and forecasts. The Director of Finance will help the Program Managers to drive financial performance.
    • Ensures that effective internal controls are in place and ensures compliance with GAAP, FAR, and applicable federal, state and local regulatory laws and rules for financial and tax reporting.
    • Ensures adequate cash flow to meet the organization's needs.
    • Provides senior management with advice on the financial implications of business activities.
    • In charge of all outside audits including but not limited to contract related, annual financial statement review, and 401(k) audit.
    • Reviews work papers supporting the annual tax return.
    • Reviews and verifies all year-end 401(k) census information.
    • Performs off-site audits of contract financials and financial controls.
    • Establishes and implements accounting procedures and policies for the Company.
    • Serves as Deltek Systems Administrator. Ensures the security of the job cost system.
    • Serves as the primary contact for banking related matters.
    • Serves as liaison for Corporate Insurance related matters.

    Other Related Duties

    • Serves as a member of the company's 401(k) Plan Investment Committee and the Non-Qualified Plan Investment Committee.
    • Utilizes data provided by technical personnel to assist with the cost proposals from cover to cover for all bid and proposal activities. May serve as one of the primary negotiators for the Company.
    • Perform other related duties as required.

    Qualifications

    Education:
    Bachelor's degree in Accounting, Finance, Business Administration or a related discipline.

    Experience: 10+ years in progressively responsible financial leadership roles, must have experience in Government contract related areas, with an emphasis on cost reimbursable supporting DCAA audits. Minimum ten years financial analysis experience, with at least four years' experience managing an accounting & payroll department.

    Security Clearance: Must be able to obtain and maintain government security clearance.

    Work Environment, Physical And Mental Demands

    Typical office environment with no unusual hazards, prolonged sitting while using the computer and the telephone, constant use of sight abilities, constant use of speech/hearing abilities for communication, constant mental alertness. Ability to use a computer to input and retrieve information and data. Ability to work flexible hours as required. Travel required.
